Thomas F. McInerney is an international corporate lawyer and strategist with particular expertise on multilateral treaties and regulatory matters in the areas of agriculture, food, and natural resources. He advises numerous international organizations, including the UN's Food and Agriculture Organization (FAO), the UN Environmental Program (UNEP), Bioversity International, and the World Health Organization (WHO), on innovative solutions to enhance the performance of global regulatory treaties. In his recent book, Strategic Treaty Management: Practice and Implications (Cambridge University Press 2015), he developed an original framework for understanding, managing, and solving global problems through international law and institutions.
McInerney's legal experience includes work on anti-corruption, environmental law and policy, finance, human rights, international organizations, international investment, labor, land and natural resources, organizational compliance, public international law, and securities. He is the founder of the Treaty Effectiveness Initiative, dedicated to gathering, consolidating, and generating knowledge on practices related to improving treaty results. From 2002 to 2009 he served as General Counsel and Secretary to the International Development Law Organization (IDLO). He advised the World Health Organization’s Framework Convention on Tobacco Control Secretariat on approaches to assessing the treaty’s performance and in 2015-2016 was appointed by the member states to serve on the Expert Group for an Impact Assessment of the treaty. In addition to his legal and consulting practice, he is Distinguished Scholar in Residence at Loyola University School of Law, where he teaches courses relating to international law, development finance, and institutional reform.
