Course Description - Law enforcement officers and agencies are frequently requested by schools, businesses, and community members for direction and presentations on what they should do if confronted with an active shooter event. The Civilian Response to Active Shooter Events (CRASE) course, designed and built on the Avoid, Deny, Defend (ADD) strategy developed by ALERRT in 2004, provides strategies, guidance, and a proven plan for surviving an active shooter event. Topics include the history and prevalence of active shooter events, civilian response options, what to expect when police arrive and medical issues, amongst others.

Speaker: FBI Special Agent Michael CopelandSpecial Agent Micheal Copeland (Mike) is assigned to the FBI's Baltimore Field Office.  His primary duty is to provide Active Shooter Response Training to Law Enforcement and civilians; he also serves as an Assistant Team Leader on the FBI Baltimore SWAT team and is a Firearms and Tactical Instructor.  Prior to the FBI, Mike worked for the Defense Intelligence Agency as a Civilian Intelligence Officer (working Counterterrorism matters), and he started his federal career as an enlisted Army Infantryman.

10:45 AM – 11:45 AM                    A Sustainable Standard for the Parking Industry: Parksmart Overview: Greening parking garages lowers costs, enhances value, boosts revenue, contributes to the community, and scores points with owners, tenants, and everyday patrons. Parksmart (formerly Green Garage Certification) recognizes, verifies, and encourages sustainable solutions in new, existing, and retrofitted parking garages. This one hour session will introduce the Parksmart standard and provide an overview of the specific management, programmatic and technological & structural elements of certification.  The session will cover select major elements of certification, showcase examples of successful strategies, and offer best practices in the pursuit of certification. The next generation of Parksmart certified garages are coming – find out how these facilities achieve certification, how owners navigate the process, and make better decisions that benefit the triple bottom line.

Overview:  Some of the most stress-provoking situations encountered at work involve interactions with angry, disrespectful customers. This session will review the importance of active listening and how our mood, facial expression, body language, and word choice can affect how a message is received. In addition, the presenter will share techniques intended to help direct a wayward conversation back on topic.

1:15 PM – 2:00 PM                   Mixed Use / Shared-Risk:  Funding Parking in a Volatile Economy

Overview: As we continue to emerge from the financial crisis of 2007 and 2008, private and public monies are finding their way back to rebuilding urban and suburban mixed-use developments.  Yet by all accounts, volatile economic times are expected to continue, meaning that significant risks will continue to abound for developers and the public agencies responsible for right-sizing parking in support of mixed use developments.  Accordingly, financial projections of parking facilities must be highly realistic and effectively “speak truth to power”, to help safeguard the parking revenue bond issuer and investor alike.  And establishing effective relationships among developers, public agencies, elected officials and parking consultants – as much as accurate projections – can help mitigate the risks associated with servicing public debt for parking facilities.  Using examples from past projects in which they teamed - as well as their deep experience in projects elsewhere - BCRA and CMA presenters will describe the keys to preparing the financial projections and guiding the parking development process to help ensure “financially-sustainable” parking projects are delivered. BCRA and CMA presenters will share their experience in public-private development projects in Towson, MD and elsewhere.

 Overview: If you have attended a parking trade show recently, you know parking apps have been springing up all over the place. It may seem that all these apps are directly competing with one another. In reality, the parking app landscape is more diverse than meets the eye, and there are some apps that may be better suited than others for your operations.

Overview:  The Florida International University (FIU) Department of Parking & Transportation has dedicated the past year to searching for optimal solutions regarding the complexities that surround parking best adaptable to a university framework. The department launched a campaign to ensure every student attending FIU had access to transformative technologies enabling a user-friendly, seamless parking experience. Capitalizing on the latest technology while implementing new innovative initiatives, the new parking experience offers a holistic approach to parking— hands on and engaging— all in a collaborative structure for students to easily get to their classes. Parking at Florida International University during the 2015/2016 year includes improved parking technologies integrated with virtual permits to provide the best systems resources to enhance ease of use for the community.  The presentation will be supported by key facts and figures from the success of Florida International University.  FIU has an enrollment of over 50,000 students and has found tremendous success with an integrated Pay by Plate/License Plate Recognition System.
