Innovation and Partnership at the Heart of Behavioral Health

As leaders working at the intersection of addiction-related healthcare systems, you are engaged each day in actively transforming your organizations and the services you provide. The upcoming MADC Education Forum brings together top practitioners and thinkers to share strategies and resources that will improve how Maryland addresses the ever increasing demand for high-quality services. It is clear we must think beyond incremental change and harness the powers of innovation and partnership to bring the true impact this time demands.

SUD Treatment and Maryland’s Justice Reinvestment Efforts 

Earlier this year after months of bipartisan consideration and debate that engaged stakeholders from across the criminal justice system in consultation with healthcare advocates, the Justice Reinvestment Coordinating Council submitted 19 recommendations to Governor Larry Hogan and the Maryland General Assembly for review. The Justice Reinvestment Act (JRI) was formed from the recommendations and passed by an overwhelming majority in the House and Senate during the 2016 Session. The bill was signed into law by Governor Hogan on May 19, 2016. The Justice Reinvestment Act represents the most comprehensive criminal justice reform to pass in a generation and will enable Maryland to better help families, restore communities, keep our streets safe, and move Maryland’s economy forward. The Governor’s Office will provide an update on implementation of the Justice Reinvestment Act and the role of treatment to impact the lives of Marylanders who enter and exit the criminal justice system.

Honoring the Chronic Care Disease Model; Identifying and Providing Harm Reduction/Secondary Prevention in the Spectrum of SUD Services

Secondary prevention/harm reduction is a cost-effective and important tool to improve the health, engagement and outcomes of those who are still using drugs and will be an important tool as healthcare systems move toward value-based purchasing and pay for performance in this and all other areas of healthcare. Special attention will be given to the importance of learning, implementing, and evaluating harm reduction measures as a necessity as we enter the wave of payment reform in healthcare.

The Broad Impact of Addiction Requires a Broad Set of Partners

This session will highlight best practices and needed reforms that support proactive partnering across healthcare, law enforcement, education, and social service professionals and systems. Special attention will be given to the many impact points needed to ensure true system change. Attendees will have the opportunity to identify and reflect on the impact points of their organization and brainstorm about potential partnerships needed to advance their mission.
