Program - Combined Sewer Overflow (CSO) Program Status

On average, more than 300 sewage overflows send millions of gallons of raw sewage and stormwater into Seattle’s creeks, lakes, the Ship Canal, the Duwamish River, and Elliott Bay. These combined sewage overflows (CSOs) create significant health and environmental risks.

In King County, CSOs are only located within the City of Seattle, so the County and City are working together to control CSOs and keep sewage and stormwater out of local waterways.

This presentation describes the City and County’s CSO systems, past efforts that have been made to improve the systems, and the City and County’s current approaches to combat these challenges and improve the health of our waterways. Examples of completed and ongoing projects will be described as well as plans for upcoming projects to address a Federal consent decree that requires specific performance objectives.

Speaker - John Phillips

John has worked for the King County Wastewater Treatment Division for 17 years.  He is currently the combined sewer overflow program manager. Over the last nine years he has worked on the Combined Sewer Overflow Control Program and is currently managing the program and implementation of the Long Term Control Plan.  John has developed and is managing the Green Stormwater Infrastructure (GSI) and Climate Change Adaptation programs.  His climate work has been referenced in both the IPCC and National Climate Assessment reports. He is President of the Pacific Northwest Clean Water Association (PNCWA). He serves on sustainability and climate action teams at King County. John has a Bachelor of Science Degree in Environmental Science from Oregon State University and served six years as a sonar man in the U.S. Navy on-board nuclear submarines.

Speaker - Alexander Mockos

Alexander Mockos is a Professional Engineer (PE) with experience in program management, planning, design, and construction of water and wastewater infrastructure projects. As SPU’s Combined Sewer Overflow Program Manager, he is currently responsible for providing technical, financial, and managerial oversight and direction for about 35 projects across CSO Retrofits, Sewer Pump Stations and CSO Outfalls programs with a total annual budget of $15 million. These three programs are cornerstone elements of SPU’s compliance with state and federal wastewater regulations and have a cumulative budget of $100 million between 2016 and 2023. Alex is a registered Professional Engineer and received both a Bachelors and Masters of Science in Civil Engineering from University of Idaho.
