New Performance Standards -

New Opportunties to Grow and Expand

The required number of Head Start days and hours of service was increased in the Head Start Performance Standards of 2016.  Section 1302.21(c) stipulates that by 2021, Head Start programs must serve all  of their children for a minimum of 1020 hours of planned class operations over at least eight months of the year for ALL of its center based operations.  This means, in some cases,  hiring more teachers, requiring more space and doubling the number of classrooms.  Region V Head Start programs have historically provided part day part year services, so the new rules mean considerable growth for programs in Region V over the  coming four years.  Planning has begun in programs in Region V for this change in program options.  Programs will be developing budgets and plans for the expansion of their center based operations and will be purchasing equipment and materials.

The 2017 Region V Leadership and Professional Development Conference comes at a pivotal time in the history of Head Start.  We need strong leadership in our community as never before.  We need decisive and thoughtful leaders at every level who are knowledgeable, well trained and deeply rooted in the world of Head Start.

Our future is always at risk, particularly in times of changing political philosophies and the diligence and commitment of leadership in Head Start is critical to ensuring that we have a strong future.

This conference will address these leadership challenges and more.  We will look at the current landscape and climate for early childhood education and Head Start’s place in that landscape.  We will closely look at the new Standards, the Monitoring System framed around those Standards and how this all impacts local programs.  We will closely examine what it takes to be a Head Start leader in these times and the conference content will support Leadership Development at every organizational level.
