Transforming and Connecting California with High-Speed Rail 

Guest Speaker: Scott Jarvis, Chief Engineer, California High-Speed Rail Authority

The California High-Speed Rail Authority is responsible for planning, designing, building and operation of the first high-speed rail system in the nation.  By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds capable of over 200 miles per hour.  The system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.  When finished, it will link California’s major metropolitan areas through the Central Valley.  Construction is already underway between Madera and Bakersfield.  This presentation will provide a progress report on construction and take a look at engineering challenges and how the Authority plans to overcome them.

As the Chief Engineer for the California High-Speed Rail Authority, Scott Jarvis is responsible for the project delivery functions of the statewide high-speed rail system, including Engineering, Third Party Agreements, Capital Project Procurements, Design & Construction, and Construction Support.

 Jarvis came to the Authority with extensive background and knowledge in multiple areas of major transportation project delivery. He spent over 26 years at the California Department of Transportation (Caltrans) and worked in several project delivery functions, with an emphasis in construction and project management.

His management experience also includes serving as Caltrans’ Assistant Division Chief of Construction. In that role he assisted the Division Chief of Construction in overseeing and executing the statewide construction program, which consisted of approximately 650 projects valued at over $12 billion. He held several other management positions at Caltrans’ Division of Construction, including Construction Field Coordinator, Chief of Contract Administration and Claims Engineer. His project delivery experience includes assignments as an Area Construction Manager, Project Manager and Resident Engineer for Caltrans’ North Region.
