American Immigration Policy in Historic Perspective 

This event is jointly sponsored by Friends in the City and the Philadelphia City Institute Library

Author Francis W. Hoeber will read from his book Against Time: Letters from Nazi Germany, 1938-1939 and sign copies of the book, which will be available for purchase. Against Time: Letters from Nazi Germany, 1938-1939 portrays the intense relationship of a fascinating couple living in the terror state in Germany.

These personal letters also document a story of immigration that has its echoes in today’s headlines.

The author will discuss how America’s centuries-old ambivalence toward immigrants played out as hundreds of thousands of refugees sought to escape Hitler’s terror. Francis W. Hoeber is a historian and writer working in South Philadelphia. He was previously a government executive for the New Jersey state judicial system in Trenton and for the National Labor Relations Board in Philadelphia. He is currently translating Against Time into German for publication in Berlin in 2018.
