Trade and Taxes are two of the top issues for American policy makers in 2017, and they are joined at the hip in the blueprint for a new tax system offered by the House leadership -- the Speaker and the Chairman of the Ways and Means Committee. Their blueprint, which would tax consumption more and income less, includes a border adjustment tax. Its goal is to offset the perceived disadvantages to American producers from being the outliers in a world that relies heavily on valued added taxes. Some 167 countries use a VAT system, in which taxes are collected on imports but rebated on exports. This next GBD program will focus first on VAT systems, how they work and what they mean for trade. We will then look at the Ways and Means proposal and the international challenges it is likely to encounter if it becomes law. We will do that with help from these experts:
