This presentation will explore business continuity’s role in a broader evolving enterprise resiliency context and how it can strengthen its value add to the organization by bridging silos between departments and the physical and cyber arenas.  

10:00 – 11:00 a.m. The Interdependence of Cyber Security and Business Continuity Planning

It is becoming clear to most Executive Board members that the cyber threat is real and that failing to protect their organization would likely be a business crippling event. Public disclosures of data breaches affect customer loyalty, brand reputation, and ultimately the bottom line. Potential losses from bad publicity may be difficult to quantify, but recovery costs range from $2 up to $200+ per record exposed by a data breach. Common breaches today expose 10+ million records at a time.

Business Continuity Professionals work diligently to understand the myriad risks that must be managed and planned for in order to survive adverse conditions. Cyber-attacks in the online world may be a new threat to consider for many who work in business continuity planning. However, the reality is that BC needs a robust cyber security program to mitigate this new threat vector. Similarly, cyber security professionals must support and engage with the business continuity team to properly manage risk for an organization. This presentation is designed to highlight some current cyber risks and explain how we got here.

11:00 – 11:30 a.m. | Cyber Security Evaluation Tool (CSET), Evaluation Tool Use and Lessons       Learned
Brian Lightbody, San Diego County Water Authority

In September of 2013, and more recently in February of 2017 the San Diego County Water Authority (WA) Operations and Maintenance Department working in cooperation with the DHS Industrial Control System Cyber Emergency Response Team (ICS- CERT) performed an analysis using the DHS ICS CERT Cyber Security Evaluation Tool (CSET) software and reviewed the industrial control system (SCADA) network architecture. The WA use of the CSET tool for Industrial Control System evaluation dates to 2009.

An overarching direction for such an analysis could be traced to the Presidential Executive Orders of the past number of years that have highlighted the need for further evaluation, enhancement and awareness of the vulnerabilities of important infrastructure SCADA system networks. The results of systems analysis are an awareness of possible vulnerabilities and opportunities for improvement in processes and procedures. For our long term purposes, the analysis also drives the development and justification for budget based on assessment and the recommended upgrades or enhancements.

A review of our organizations lessons-learned experience can be used for any organizations attempt at network cyber analysis.

Some business continuity and disaster recovery programs are viewed by management as having little value outside of a regulatory obligations or client expectation/requirement.  An effective program must focus on the resilience of the organization and buy-in from all stakeholders. Tone at the top is essential to achieve buy-in and the associated funding necessary to create an effective program.  Richard Cooper will discuss strategies and concepts that will engage leadership and elevate the view of your organizations business continuity program.

2:00 – 4:00 p.m. | The Disaster Experience Quickfire for Continuity Professionals – Tabletop

Chances are that while you read this, an unexpected disaster is causing an organization stress and confusion and is affecting its ability to provide products and services to its customers. Are the organization’s leaders prepared to handle it? Will they be able to recover? Disasters of every shape, size, look, and feel happen all the time, affecting businesses, people's jobs, lives and families.

You will participate in a small group, and work through an actual disaster scenario. The story unfolds with the delivery of multiple incidents in rapid succession. Your group prepares its responses to the questions provided. Groups are then selected to present their results and insight. The scenario then continues where it left off and the process is repeated. This session is highly interactive and very fast-paced.
