Transbay Transit Center/
Caltrain Downtown Extension Update

As Phase 1 of the $6 Billion Transbay Transit Center Project approaches completion, join us for an update on the construction of the Terminal and its Grand Opening, as well as a look forward to Phase 2, the Downtown Extension project and the possibility of an alternative delivery model.  Presented by Steve Rule of Turner Construction Company and E.R. “Skip” Sowko of the Transbay Joint Powers Authority, this will be an inside look into one of the largest projects in San Francisco.

Steve Rule 
Construction Executive, Turner Construction
Steve has 33 years’ experience within the construction industry, including 30 years with Turner Construction.  He has worked on both public and private projects using a variety of project delivery methods including CM at Risk, Design Build, Lump Sum Bid and Agency CM.  In his role as a Construction Executive, Steve leads Turner’s Construction Management Oversight team for the Transbay Joint Powers Authority on phase one of the $2.2 billion Transbay Transit Center project in downtown San Francisco.  In addition, he is providing oversight on two aviation projects at San Francisco International Airport (one CMAR and one Design Build) and a terminal project in Cam Ranh Airport, Vietnam.

Prior to this assignment, Steve worked on the San Francisco International Airport Terminal 2 / Boarding Area D Renovation and Expansion project, a $380 million design build project and the Oakland International Airport Terminal 2 Renovation and Expansion project, a $180 million CM at risk project.

He has also been involved in several other significant projects in both northern and southern California, including; Oakland Army Base, Yerba Buena Gardens and Yerba Buena Gardens Children’s Center, Fillmore Center Residential Towers, LAX Terminal 2, Stouffers Concourse Hotel and Hollywood Park Racetrack Expansion.  

E.R. “Skip” Sowko
Senior Design & Engineering Manager, Transbay Joint Powers Authority

Skip Sowko joined TJPA in March 2017 and brings more than 38 years of engineering experience gained while at the California Department of Transportation (Caltrans). Before joining TJPA, his extensive work in the San Francisco Bay Area included serving as a Principal Transportation Engineer (Division Chief for the Division of Design South – Caltrans, District 4) for 14 years. This experience included leadership roles as Project Director on the Presidio Parkway and Project Manager on the Tom Lantos Tunnels at Devil’s Slide. Throughout his career, Mr. Sowko has held managerial and supervisory positions in Design, Project Management, Construction, Geotechnical and Materials. He received his Bachelor of Science in Civil Engineering at the University of California, Irvine and is licensed as both a Civil Engineer and Geotechnical Engineer in the State of California.
