Holly Leicht served as HUD’s Regional Administrator for New York and New Jersey from 2014 through the end of the Obama Administration.
Her report explores the legal, financial, administrative and coordination challenges of disaster response and presents ways – some simple, some quite complex - that government at all levels can improve the speed and efficiency of disaster recovery. While the report is based primarily on Leicht’s first-hand experience overseeing HUD’s $15.2 billion Superstorm Sandy recovery effort in the New York and New Jersey region, the report also incorporates lessons learned from experts who worked on other natural disasters.
Leicht’s analysis and resulting recommendations will help inform government officials – from Congress to city halls nationwide - who shoulder the responsibility of funding, developing, and implementing recovery efforts as well as plans to protect our communities from future threats.
