Angleica Frausto-Lupo, Economic Development Manager, City of San Gabriel

Angelica Frausto-Lupo is the Economic Development Manager for the city of San Gabriel. She has over 20 years of experience in economic and workforce development. She has worked for the cities of Santa Ana, Pasadena and Burbank. Prior to joining San Gabriel in June 2015, Angelica worked for the city of Whittier for nine years where she helped transform a sleepy downtown into a thriving restaurant scene and secured several national credit tenants for the city's main commercial corridor. She wrote the economic development strategy for the city of Whittier as well as developed a Local Economic Stimulus and Business Assistance Plan to help businesses during the recession. The success of the Plan resulted in the city being named the “Most Business Friendly City in Los Angeles County” in the category of large cities by the Los Angeles County Economic Development Corporation in November 2012. Angelica has a Master’s in Public Administration from California State University of Northridge and Bachelor’s in Sociology from Cal State Los Angeles.

Tracy Steinkruger, San Gabriel Planning Manager

Steinkruger has more than 10 years of municipal service experience, including working most recently as a senior planner with the City of Pasadena. Previously she worked as an assistant planner, associate planner and senior planner for the City of Burbank.

“I am honored to have been selected to lead San Gabriel’s Planning Division,” Steinkruger said. “The team here is a great blend of seasoned veterans and up-and-coming staff who are dedicated to serving San Gabriel’s residents and businesses and continuing a long-standing tradition of outstanding community service.”
Steinkruger’s extensive experience in planning includes serving as the project manager for Burbank’s General Plan (Burbank 2035), working on several large scale mixed-use developments, and most recently in Pasadena, working on several high priority projects.

In her free time, Steinkruger enjoys running, reading, camping, watching sports and playing with her cat, Leo. Steinkruger said she originally became interested in city planning at her first job, when she was 15 years old, doing parks maintenance for the City of Lincoln, Neb. Parks and Recreation Department. The construction of a new park in an up-and-coming neighborhood inspired her to pursue a career in the field.
Steinkruger has a Bachelor of Science in Environmental Studies and a Masters in Community and Regional Planning from the University of Nebraska-Lincoln. She is also actively involved with the American Planning Association (Los Angeles Chapter) and is currently serving as the director of programs.
