Are your grants headed for trouble? Grants management has entered a new territory of increased accountability under the Office of Management and Budget's Uniform Grants Guidance (more commonly known as the "Super Circular" or Omnicircular").  The Uniform Guidance and agency implementing regulations have imposed new requirements for grant-funded organizations and changed numerous pre-existing rules, including administrative requirements, cost principles, and audit standards.  With the Super Circular, the OMB has created a different framework for managing Federal grants that continues to evolve, with the most recent amendments occurring just this May.

Navigating this evolving framework can be difficult, but our two-day training in San Diego will help you set the right course.  Not following the Super Circular can result in serious compliance problems, including loss of your grant funding.  Regardless of whether your organization is a pass-through entity, grantee, or subrecipient, you need to understand the Super Circular's requirements and conform your organization's practices to the Uniform Guidance and funding source regulations.  Our San Diego training will explain for you the Super Circular's key requirements, discuss recent developments that could affect you, and identify common compliance issues and explain how you can avoid them.  By attending this exclusive training on September 21 and 22, 2017, you will learn how to navigate the OMB Super Circular's requirements to better manage your grants and stay away from problem territory.

During the intensive two-day "Navigating the OMB Super Circular" course, you will learn about the Uniform Grants Guidance and Federal implementing regulations in detail.  The topics that you will explore include:

By attending this two-day conference in San Diego, California, you will learn about the grants management requirements of the OMB Super Circular and the major Federal grant awarding agencies' implementing regulations.  After attending the conference, you will be able to:

  • Explain the grants management framework put in place by the OMB Super Circular (Omnicircular) and the Federal awarding agencies' implementing regulations;
  • List the major administrative requirements under the Super Circular;
  • Distinguish between contractor and subrecipient relationships and identify the rules that apply to each type of relationship;
  • Outline the requirements for procurement of goods and services using grant funds;
  • List the key features of FAPIIS and related risk management efforts under the Super Circular relative to the award and management of grants and subgrants;
  • Distinguish the differences between the prior time and effort reporting requirements and the new standards under the OMB Super Circular;
  • Identify the unified cost principles and explain the key differences between the current, unified cost principles and the previous cost principles; and,
  • Identify changes to Single Audit Act audits and the audit reporting and resolution process.


Both emerging and seasoned administrators and professionals of varying specialties within the grant-funded community will benefit from attending.  The instructional level for this training is overview/update.  There are no prerequisites for attendance.


Early birds get the discount! Registration for the Navigating the OMB Super Circular conference is just $499 per person through August 31, 2017, and just $549 per person after the Early Bird period.  Cancellations through August 4, 2017, are subject to a $25 administrative fee, and all cancellations after August 4, 2016 (but before August 31, 2017) are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after August 31, 2017.  In lieu of cancellations, registrants may substitute another participant from his or her organization at no charge.  Registration does not include lodging or transportation; you are responsible for making your own hotel and transportation reservations.  Space is extremely limited, and registrations will be processed on a first-come-first-served basis.

At the door registration will not be available for this conference.  You must register in advance.  Please bring your event "ticket" or registration confirmation with you to speed your on-site check-in on the morning of September 21, 2017.  Check-in will begin at 8:00 A.M.  The morning session will start promptly at 8:30 A.M.


The "Navigating the OMB Super Circular" training will be held at the Marriott Courtyard San Diego Downtown, one of the top-rated hotels in San Diego. The Courtyard is conveniently located next to the famous Gaslamp Quarter and a short distance from other major attractions as well as the airport. Brian Tipton is a practicing attorney with more than fifteen years' experience working with nonprofits, governmental units, and other grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's tax-exempt and grant-funded solutions practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
