Looking ahead at the Alaskan Way Viaduct Replacement Program

David Sowers, P.E., Washington DOT
Deputy Program Administrator – Engineering and Program Management
Alaskan Way Viaduct Replacement Program

The State Route 99 Alaskan Way Viaduct has been a fixture on Seattle’s waterfront and a vital north-south route through downtown for more than 60 years. The Washington State Department of Transportation is replacing the seismically vulnerable structure with the nation’s largest-diameter bored tunnel and other projects that will reshape the SR 99 corridor. Join Dave Sowers, AWV Deputy Program Administrator for Engineering and Program Management, for an overview of this program, including challenges of managing this megaproject, risk management measures, continued progress and upcoming milestones.

David Sowers is WSDOT’s Deputy Program Administrator for Engineering and Program Management with the Alaskan Way Viaduct Replacement Program.  David has been with WSDOT for 17 years, and over that period has delivered large, complex projects through roles at Headquarters, Washington State Ferries, and now with the AWV Program.  David has Civil Engineering degrees from Michigan State University and Auburn University and is a registered professional engineer.

About the Crystal Dolphin

The Crystal Dolphin was the third vessel to join the Portland Spirit fleet. She was built in 1990 by Aluminum Boats of Jean Lafitte, Louisiana and is powered by twin 500 HP Catepillar diesel engines. Two Isuzu diesel generators provide electricity. The vessel can reach speeds of 14 knots, and has a gross tonnage of 91 tons.  The hull and superstructure are constructed of aluminum. She is 84' long  including the swim platform at the stern and has a 24' beam. The vessel has four public decks, three of which are fully enclosed and climate controlled.  From the Columbia Deck, you can access the Captains' Bridge which we invite you to visit while the vessel is under way. The Starlight Deck has teak benches and affords a commanding view of the breathtaking scenery of the Willamette Valley.
