The East Tennessee Regional Leadership Association Conference is a networking conference to explore: 
    •  changing regional population and workforce demographics
    • successful strategies for financing and economic development 
    • housing impact on regional infrastructure systems
    • housing partnerships: local governments, developers, neighborhoods, and industries
    • housing design for great places and livable communities

This ETRLA Conference is hosted in conjunction with East Tennessee Development District, East Tennessee Community Design Center, University of Tennessee - Office of Service-Learning & Smart Communities Initiative, Hilton Downtown Knoxville, and East Tennessee Quality Growth.

Our Speakers:

Ralph Perrey, Executive Director of the Tennessee Housing Development Agency 

Ralph Perrey is the Executive Director of the Tennessee Housing Development Agency. He assumed his position in November 2012 following nine years’ service on THDA’s Board of Directors. His tenure as THDA’s Executive Director has seen the agency revamp its mortgage products and down payment assistance program; establish its own loan servicing division; and base THDA staff regionally to better interact with partners across the state. Perrey serves on the Board of Trustees of the National Housing Conference, the nation’s oldest housing advocacy organization. He is also a member of the Federal Home Loan Bank of Cincinnati’s Affordable Housing Advisory Council. 

Mary Short, Area Director, Greeneville USDA-Rural Development

Mary began her career as a Summer-Aide in 1979 and is currently the Area Director in Greeneville, TN which serves the upper 8 northeast counties. She has 38 years of experience with Rural Development programs. Short graduated from Claiborne County High School in 1980. She attended classes at Lincoln Memorial University and Walter State Community College until accepting a full time position with Farmers Home Administration in January 1981.

Lindy Turner, Executive Director, Clinch Powell Resources and Development

As Executive Director of Clinch-Powell Resource Conservation and Development Council, Inc., Lindy Turner provides leadership, oversight and management of an organization with net assets of more than $5 million.  Founded in 1989, Clinch-Powell is a not for profit corporation focusing on affordable housing, conservation and sustainable economic development in East TN. In addition to being a Community Housing Development Agency, Clinch-Powell is a HUD Approved Housing Counseling Agency, a certified USDA Rural Development loan packaging agency and a licensed mortgage broker. Clinch-Powell housing programs include lending, counseling, construction, home repair and rental. Lindy became Executive Director in 2011 after retiring from USDA with 30 years of service.  She is the recipient of several national awards including the National Public Service Award from the USDA Secretary of Agriculture.

Becky Wade, Director of the Community Development Department for the City of Knoxville, TN  

This office manages CDBG, HOME, ESG, Section 108 Loan and local funds for various programs focused on housing, neighborhood stabilization, economic development and homelessness. Prior to employment at the city, Ms. Wade was employed by Knoxville’s Community Development Corporation, the local public housing and redevelopment agency, for 31 years. Her last position at KCDC was as HOPE VI Director, responsible for implementation of a $22 million HOPE VI revitalization program grant.  Ms. Wade graduated from the University of Tennessee with a degree in Social Work. She serves on the Board of Directors for the National Community Development Association. Locally, she is a member of the Executive Women’s Association, a 2001 graduate of Leadership Knoxville and a University of Tennessee Chancellor’s Associate 2004-2006. 

TK Davis, FAIA, Professor at the University of Tennessee, Knoxville, College of Architecture and Design 

From 2004-2008, TK represented the University as Design Director at the Nashville Civic Design Center.  Since 2008, he and his students have worked exclusively on civic design projects for Nashville.  In 2013, Davis received one of six C. Peter McGrath University Community Outreach Exemplary Program Awards, and a national Collaborative Practice Award from the Association of Collegiate Schools of Architecture.  He was a co-recipient in 2016 of the AIA Tennessee Samuel Morgan Lifetime Service Award for Contributions to Architecture in the Public Realm. 

Terrence (Terry) J. Bobrowski, Panel Moderator, Executive Director of ETDD

ETDD is a regional planning organization that serves sixteen counties in the mid-east Tennessee region of the State of Tennessee. Terrence served as the Director of Economic Development at ETDD for eight years prior to being selected as the Executive Director by the Board of Directors in February of 2002. Before joining ETDD, Terrence served as the Assistant Director of the Knox County, Tennessee Office of Administrative Services from 1981 until 1985. Terrence is a Board Member of the National Association of Development Organizations ((NADO), the Community Reuse Organization of East Tennessee (CROET), past National Chairman of the Rural Transportation Planning Task Force, immediate past Secretary/Treasurer of the Tennessee Development District Association and is a member of the East Tennessee Industrial Council, the Tennessee Economic Development Council and the American Economic Development Council. Terrence received a Bachelor of Arts degree in Political Science from the University of Tennessee in 1979 and a Master of Public Administration degree from the University of Tennessee in 1981.

Katie Moore - East Tennessee Industry and Governmental Affairs Liaison, THDA 

Katie Moore serves as the East Tennessee Liaison for the Tennessee Housing Development Agency.  Working from Knoxville to better connect with the 35 counties in East Tennessee, Moore is in touch with elected officials, community leaders, non-profits, lenders and other partners to further develop THDA’s effectiveness in communities. Prior to THDA, she had roles in multi-family tax credit development, homeownership and minor home repair groups. She served as the chair of the East Tennessee Affordable Housing Coalition and also has an extensive background in disaster relief.  Moore’s prior work experience with the non-profit community is evidence of her interest in and dedication to the affordable housing industry. Moore graduated from the University of Tennessee with a BS in psychology and multi-cultural education. She is very involved with her church and enjoys planning events, home improvement projects and serving on several boards including Young Professionals of Knoxville.    

Tony Gibbons, Executive Director Loudon County Habitat for Humanity

Tony has more than 20 years of nonprofit leadership experience helping rural communities with programs that stabilize and empower impoverished families. He spent the first 10 years of his career in North Carolina administering court based nonprofits providing criminal justice and conflict resolution services.   In 2007 he was hired as Executive Director of the Blount County Habitat for Humanity where he increased opportunities for home ownership, safe housing, and workforce development.  After 8 years there he served as a consultant before joining the Habitat affiliate in Loudon County. Throughout his career he has been involved with local, state, and national advocacy efforts to secure and protect resources for low income families in rural communities. He is a Rotarian; past board member of Habitat for Humanity of Tennessee; graduate of Leadership Blount and Leadership Rockingham County (NC); and held board membership and leadership positions with the Mediation Network of North Carolina and the North Carolina Community Sentencing Association. Raised in Atlanta, GA, Tony is a graduate of Emory University and earned his Master’s in Liberal Studies at the University of North Carolina - Greensboro with a concentration in public administration, business, and organizational change.

Ric Mixon, Principal Architect, WystWynd Designs Inc

Ric has practiced Architecture in Knoxville as for a total of 34 years. Prior to establishing WystWynd Designs, Inc., in 1983, he worked with Community Tectonics, Inc. of Knoxville. Through WystWynd Designs, Inc., he has designed and produced construction documents for a wide range of projects for over 900 clients. WystWynd Designs, Inc., headed by Ric, employs a total support staff of four persons and currently has working relationships with Interior Designers, Landscape Architects, Planners and Structural, Environmental, Mechanical and Electrical engineering consultants developed over the last 30 years. Ric has worked on a variety of projects ranging from Landscape Design to Master Planning to Retail to Medical to Residential to Industrial to Commercial and is very confident in his and WystWynd Designs' technical and design abilities to serve their clients in accomplishing their goals for current and future plans for development.
