The Culture of Vision Zero in Sweden 

The National Center for Rural Road Safety (Safety Center) and the Center for Health and Safety Culture are co-hosting a FREE, 1.5-hour online webinar.

Webinar Description
Vision Zero describes a road safety approach that focuses on eliminating traffic fatalities and serious injuries. There is growing interest in this approach, both in the U.S. and internationally. This webinar will provide an overview of Vision Zero implementation efforts in Sweden.

Sweden has a long tradition of systematic road safety work, of considering road traffic injuries as a public health problem, and of addressing these issues at the national government level. In October 1997, the Swedish Parliament formally adopted Vision Zero as a new long-term goal and direction in road traffic safety work. Vision Zero aims influence road safety work at all levels: guiding direct efforts to make the infrastructure safer, as well as indirectly influencing the institutional preconditions and approaches (culture) that encourage ongoing action by stakeholders to increase the safety of the road transport system. Vision Zero differs from a more traditional road safety policy with regard to problem formulation, its view on responsibility, its requirements for the safety of road users, and the ultimate objective of road safety work. This presentation will provide an overview of the tenets of Vision Zero, summarize the implementation efforts in Sweden, and discuss potential relevance to U.S. efforts. 

Target Audience
This training is directed towards a very broad safety audience including, but not limited to, law enforcement, planners, engineers, first responders, elected officials, public health, tourism agencies, and safety culture experts. Participants should have some basic familiarity with transportation safety. 

Course Presenters
Dr. Matts-Ake Belin, Senior Policy Adviser, Swedish Transport Administration

  • Dr. Matts-Åke Belin has a long history addressing transportation issues within the Swedish government. He works primarily with overall safety policies and strategies, and collaborates with a broad range of stakeholders. In 2007 – 2009 Dr. Belin worked for the World Health Organization, where he participated in the development of global road safety strategies and global partnerships. Dr. Belin has also chaired the technical committee 3.1 on National Road Safety Policies and Programmes, World Road Association. Currently, Dr. Belin is senior policy adviser at the Swedish Transport Administration and responsible for the development of the Vision Zero Academy. Dr. Belin is also affiliated as an adjunct professor at KTH Royal Technology Institute in Stockholm, Sweden. Dr. Belin is the Swedish delegate in UN Road Safety Collaboration and the international representative at the US Transportation Research Board (TRB) standing committee ANB 10 Transportation Safety Management. Dr. Belin is also senior policy adviser to the US Road to Zero coalition.
