Housing in San Luis Obispo County

The limited availability of housing in San Luis Obispo County continues to impact economic development and opportunity in our community, making it difficult for companies to hire and retain talented staff and often resulting in employees leaving the area after a few years. San Luis Obispo County and it's communities have been hearing from residents and non-profits such as the EVC, HBA and local Chambers on the importance of housing and are taking steps to address this issue. Some potential policy reforms and programs currently being considered by the County include addressing differences between permits that require discretionary versus ministerial approvals, designating additional land for residential uses by amending the Land Use and Circulation Elements, exploring ways to reduce, waive, or defer impact fees for development of affordable housing, encourage building of smaller units by scaling fees based on unit size instead of a flat fee per unit, encouraging development of secondary dwellings, and amending the local CEQA Policy Guidelines to allow the applicant to review and comment during the Draft EIR process.

While we will not have time to dive into all of these items in depth, we will provide a general overview for discussion by the group.

Bio: Vic Montgomery
Vic (the M in RRM Design Group) brings 41 years of experience at RRM Design Group, including all phases of professional service from creative design to community/client outreach to public agency entitlement processing. A nationally recognized architect and planner for diverse, award-winning projects, Victor is a leader in commercial, financial, office, industrial, winery, residential, golf course, public safety facility, master planned community, and campus master plan design. From individual structures to multi-building urban designs to community master plans, from concept through construction, Victor directs multi-disciplined teams of professionals--architects, engineers, city and regional planners, environmental technicians, surveyors, market and economics researchers, landscape architects, and others--in successful, large-scale master planning projects. His implemented projects include the Woodlands Specific Plan, Edna/Islay Specific Plan, Edna/Los Ranchos Specific Plan, San Luis Golf and Country Club Master Plan, Black Lake Specific Plan, The Cloisters, and a decade-long assignment as campus consulting architect for California Polytechnic State University in San Luis Obispo.

Bio: Brad Brechwald
Brad joined Wallace Group in 1988 and has since risen to his current responsibilities as a President and Chief Executive Officer. He provides company leadership and vision, as well as setting company direction. Brad's more than 30 years' experience includes a full range of civil engineering design and management services. As a licensed Professional Engineer and Land Surveyor, Brad is the lead in the Land Development market and has served as the Engineer or Principal in Charge of several community development projects including Black Lake Village, Rice Ranch, Cypress Ridge, Bradley Square, DeTolosa Ranch, Broad Street Mixed Use and the Trilogy at Monarch Dunes. The Specific Plans for two of these projects were planned and processed by RRM (Woodlands Specific Plan/Trilogy at Monarch Dunes and Black Lake) lead by Victor Montgomery. The Monarch Dunes community, located off Highway 1 in Nipomo, is the largest subdivision ever approved in San Luis Obispo County. When he's not at work, playing hoop, or enjoying family time, Brad assists with the Senior Design class at Cal Poly, is the vice-chair of the Economic Vitality Corporation's Building Design and Construction cluster, a member of Board of Directors for the HBA, a Past President of the SLO Branch of ASCE, a member of ACEC, and on the Economic Development Committee for the San Luis Obispo Chamber of Commerce.
