richard.fernandez@seattle.gov / 206-684-0285 (office)

Richard is a Licensed Professional Engineer (PE in CA and WA) with 10 years of experience working in capital project delivery - focused in project and design management. Richard has played a lead role in delivering large complex interdiciplinary projects, including water and wastewater treatment plants and transmission lines, airfield facilities, and sustainable sites. He relocated to Seattle, Washington from San Diego, California in 2015.

With a passion for leading sustainability practices, partnering with firms on equity and inclusion, and lean design management, Richard has brought his philosophies with him to the City of Seattle. He is currently a Project Manager with Seattle Public Utilities (SPU) working on the Ship Canal Water Quality Project and developing sustainability goals for the program. Recently, he has worked to make the project the first in the City to apply the Institue for Sustainable Infrastructure's EnvisionÒ Rating System.

Prior to SPU, Richard worked with the US Department of the Navy as a civil designer, design manager, and project manager, delivering contract documents (design-build and design-bid-build) for large and complex capital projects. During this time, he led project teams to implement USGBC's LEED criteria, and the DOD's High Performance and Sustainable Building Requirements, which focuses on sustainability and resiliency.
