Pedestrian Treatments for Uncontrolled Locations 

The National Center for Rural Road Safety (Safety Center) is hosting a FREE, 1.5-hour online webinar.

Webinar Description
In this webinar, the Illinois Department of Transportation and Southern Illinois University Edwardsville will be describing their newly released report “Establishing Procedures and Guidelines for Pedestrian Treatments at Uncontrolled Locations” and how this relates to rural and local audiences.

Webinar Outcomes
At the conclusion of this webinar, participants will be able to:

• Identify appropriate locations for uncontrolled pedestrian crossings
• Use the guidelines to select appropriate pedestrian treatment(s) at uncontrolled locations
• Evaluate the effectiveness of existing pedestrian treatments at uncontrolled locations.
• List other non-treatment factors that affect pedestrian safety at uncontrolled locations.

Target Audience
This training is directed towards a very broad safety audience including, but not limited to, law enforcement, planners, engineers, first responders, elected officials, public health, tourism agencies, and safety culture experts. Participants should have some basic familiarity with transportation safety.

Course Presenters 

Yan Qi, Assistant Professor, Southern Illinois University Edwardsville

• Yan is an assistant professor with Civil Engineering Department at SIUE.  Prior to coming to SIUE, she was an engineering faculty member with Montana Tech.  Currently, she is conducting research on pedestrian safety, distracted driver behavior, rural highway safety, snow plow routing optimization, and snow plow operators training. Yan earned her Ph.D. in Civil Engineering (transportation) and a M.S. in Applied Statistics, both from Louisiana State University.  She is also a licensed professional engineer registered in Louisiana.

Kyle Armstrong, Acting Engineer of Traffic Operations, IDOT’s Central Bureau of Operations

• Kyle is currently the Acting Engineer of Traffic Operations for IDOT’s Central Bureau of Operations.  He is a graduate of the University of Illinois where he received a Bachelor’s degree in civil engineering.  He has worked at the Illinois Dept. of Transportation for 18 years mostly for the District 6 office in Springfield as traffic signal engineer and traffic operations engineer.  His duties as the Acting Engineer of Traffic Operations include developing policies, procedures, and programs for the installation and maintenance of traffic control devices including signing and pavement markings. Kyle is also responsible for reviewing traffic regulations to ensure the safe, economical, and efficient operations of the highway transportation system in Illinois.  He is a licensed Professional Engineer in the State of Illinois and is a certified Professional Traffic Operations Engineer through ITE.
