THURSDAY, APRIL 26

Trainer: Julie Dixon, President, Principal Consultant, Dixon Resources Unlimited
With over 24 years of parking and transportation management experience, Julie Dixon has been directly supporting municipalities throughout the United States. She has extensive knowledge and hands-on experience with the solicitation, development, deployment, operation, and maintenance of solutions ranging from municipal parking programs to automated enforcement systems. She has been responsible for establishing policies, defining objectives and delivering on initiatives for municipalities of all sizes, working at all levels within the administration, enforcement and adjudication processes. In October 2012, Ms. Dixon founded Dixon Resources Unlimited with a goal of directly supporting municipal parking programs. She is the current President of SWPTA.

1:30 PM – 4:30 PM Hearing Examiner Training
Overview: The hearing officer training will focus on the role of the Administrative Hearing Officer, including an overview of the process and decision methodology. We'll discuss how the management of a Parking Enforcement Program, the duties of Parking Enforcement personnel and the role of the Administrative Hearing Officer all overlap. We'll look at typical complaints from violators and different methods for dealing with these. There will be an opportunity for every participant to have the opportunity to hear and decide a case.
Trainer: Steve Bowman, Owner, Sintra Group
Steve Bowman is a retired Asst. Police Chief from the Ventura Police Department. During his 28-year career there he managed the Traffic and Parking Units for nearly ten years, including the development and implementation of the Administrative Hearing process for parking citations there. He is also a licensed attorney at law and has conducted thousands of Administrative Hearings since 2006. He has been the instructor for Administrative Hearing Officer training classes for the California Public Parking Association since 2013; these classes are mandatory training for all Administrative Hearing Officers in California. Steve is the President of Sintra Group Professional Investigations, providing Pre-Employment Background and Personnel Investigations for more than fifty California Public Safety Agencies. Steve lives in Ventura, CA.

Overview: Customer service and conflict resolution are common buzz words in our industry, but what does success look like in any given type of interaction? In this hands-on session, we will focus on practical applications that participants can use to create positive experiences with customers and address or avoid conflict all together when issues arise. Whether you're new to your role or a seasoned industry veteran, join us to learn new techniques that put you in the driver's seat regardless of the customer interaction.
Trainer: Vicki Pero, Principal, Marlyn Group
With her balanced background of operations and back office responsibilities, Vicki brings a unique perspective to her Marlyn Group clients as her operations experience lends well to ensuring Operational Audit, Employee Training, and Organizational Development programs align with operational needs. Vicki has over seventeen years of experience in the parking industry working for national operators in both Operations and Administrative business units. During her career she has had the overall responsibility for a regional territory comprised of 80 locations across five cities, designed training solutions, developed and led a policy and procedure program, and created and led a company’s Field Audit function. She is a member of the Green Parking Council Board of Directors, serving as Treasurer. She is also involved in the National Parking Association where she currently serves as a member of the Certification Advisory Board and is a member of IPI, where she serves on the Sustainability Committee.
3:30 PM – 5:00 PM Managing Up: Influencing Without Authority
Overview: The relationship between employees and their managers is one of mutual dependence. There is a give and take required for both to be successful. In addition, employees often find themselves in a position where they need to influence others in higher level positions to get the job done. In this highly interactive session, we will review ways you can influence leaders where you work to achieve success for yourself and the organization.
