California Housing Crisis 

Join Capitol Weekly for CALIFORNIA HOUSING CRISIS.  This day-long conference will be held on February 8, 2018, and will be filmed for broadcast by the California Channel.

Half the state’s households struggle to afford the roof over their heads, and homeownership in the state is at its lowest rate since the 1940s. Dwindling inventory and market forces beyond regulatory control have caused skyrocketing prices in many areas. Homelessness is at levels never before seen in the state. Is lack of housing creating a vast underclass and a two-tier society? 

What can be done to ease the crisis? Incentives to builders? Changes to zoning/regulatory rules to expedite construction? Would tax system changes help?: Split roll? Repeal of Proposition 13? This program will look at new legislation and other proposed solutions.

Senator Jim Beall will deliver the keynote.
