Navigating Medical Benefits

Target Audience: Psychiatrist (MD), Psychiatric Nurse (RN), Psychologist (Ph.D) Social Worker (MSW), Mental Health Counselor, Mental Health Therapist, Psychiatric Nurse Practitioner (ARNP) and other mental health professionals 


This program will review core eligibility rules for medical benefits, with a primary focus on Medicaid and Medicare.  The session will discuss the Illinois Managed Care program - Health Choice Illinois and best practices for consumers.  A review of the customer portal Manage My Case will be included. 

Other points of discussion include: Spenddown, Medicare Savings Program and special factors for the dual eligible population (Medicaid and Medicare).  Relevant policy updates will be provided as needed.

Presenter: Kristin Hartsaw.

   Kristin Hartsaw is the Director of Training and Technical Assistance with the DuPage Federation on Human Services Reform.  In this role, she helps to develop and conduct training programs including Making the Connection: Accessing Public Benefits, Health Insurance Navigator/Assistor training, Cultural Competency and Mental Health First Aid.  Ms. Hartsaw currently serves as the State Team Lead for the SOAR initiative. 

Prior to her work with the DuPage Federation, Ms. Hartsaw worked for fifteen years in public health.  The majority of her past professional experience includes work within the HIV prevention and case management fields but also includes topics ranging from teen pregnancy prevention, cultural competency, community health education and more. 

Kristin received a Master’s degree in Public Health from the University of Illinois-Chicago (Health Policy and Administration) and is a Master Certified Health Education Specialist (MCHES).  In addition to her work with the DuPage Federation, Ms. Hartsaw has been a part-time instructor with the on-line MPH Program at Benedictine University since 2011.
