Association and Short-Term Health Plans: What Do Proposed Rules Mean for States and Consumers? 

The Commonwealth Fund will host an educational briefing for reporters, policymakers, and researchers to detail possible implications of the Trump Administration's proposed rules for association and short-term health plans. Specifically, the briefing will address key questions such as:

  • What would the rules mean for states’ ability to control their own health insurance markets?
  • What kinds of health insurance plans are likely to be available to consumers under these rules?
  • What ability will states have to assure their residents are protected from fraudulent or insolvent insurance plans?
  • How will the rules impact consumers and small businesses who buy insurance that complies with Affordable Care Act consumer protections?
  • What should consumers who might be offered these types of plans know?
