A Workshop for All Texas Institutions of Higher Education

Changes to Federal Grants Management and Federal Education and Workforce Requirements

Despite efforts at deregulation coming out of Washington, DC, there have been significant changes to the world of federal grants management for colleges. OMB has once again changed the rules on procurement for institutions of higher education. The Education Department has just issued new guidance on time and effort certifications under the UGG. All colleges need to update their internal controls on inventory, cash management, allowability, travel, and procurement. The federal agencies are promoting the “blending” and “braiding” of Federal grants dollars. Colleges are now completing their first full year under WIOA and AEFLA, and the Senate is readying its companion bill for Perkins V.

  McLennan Community College is pleased that Michael Brustein, a recognized national authority, will discuss how all of these pieces fit together. He will explain the strategies necessary to ensure that particular costs (salaries, equipment, consumables, travel, professional development) are allowable under EDGAR and the program statutes (Higher Education Act, Perkins Act, Adult Education and Family Literacy Act, Workforce Innovation and Opportunity Act).
