IDA? ESD? IDK!  Do Tax Breaks Really Foster Economic Development?  Are tax breaks an effective approach for achieving economic development? Recent reports have questioned incentive programs offered by Industrial Development Agencies, adding to the growing number of groups questioning the effectiveness of economic development incentive programs. Without them, can New York State compete to attract business expansion?
