Learn How To Get Investment Capital from the SBA

What do Staples, FedEx, Build-a-Bear Workshop, Apple and Jenny Craig have in common?  They each received equity capital investment with the help of the U. S. Small Business Administration's “Small Business Investment Company Program (SBIC)”.  

The SBIC Program is a multi-billion dollar program founded in 1958 as one of many financial assistance programs available through the SBA. The structure of the program is unique in that SBICs are privately owned and managed investment funds, licensed and regulated by SBA, that use their own capital plus funds borrowed with an SBA guarantee to make equity and debt investments in qualifying small businesses.  SBA does not invest directly into small business through the SBIC Program, but provides funding to qualified investment management firms with expertise in certain sectors or industries.

Samuel J. Boyd, Jr. -- Chief Investment Officer & Director of Program Development, Office of Investment and Innovation,  joined the U.S. Small Business Administration, Investment Division on June 4, 2012 as the Chief Investment Officer and Director of Program Development. In this role, Mr. Boyd is in charge of managing the initial assessment of SBIC applicants and preparing the applications for presentation to the SBIC Investment Committee. Immediately prior to joining the SBIC program, Mr. Boyd served as the president & CEO of the National Association of Investment Companies (NAIC), the private equity trade association for firms that represent or invest in the underserved market. Mr. Boyd has an MBA from the Darden Graduate School of Business at the University of Virginia and a BS in Civil Engineering from North Carolina A&T State University.

Joseph Shepard  - Associate Administrator for the The Office of Investment and Innovation at the U.S. Small Business Administration manages the Small Business Investment Company, the Small Business Innovation Research and Small Business Technology Transfer programs. Prior to joining the SBA, Shepard was a partner and managing director of Archway Capital Management. He was also a director of Banc One Capital Markets, the investment banking and private equity group of Bank One Corp., now JPMorgan Chase, which also managed seven SBICs. In both positions, he was responsible for evaluating and processing direct equity and mezzanine investments, as well as providing merger, acquisition, advisory, and investment banking services..Shepard is a former investment analyst with the private equity firm Texas Pacific Capital, where he evaluated venture capital investments in early-stage growth and technology companies. Shepard began his professional career as a management consultant with KPMG. He earned an MBA from Southern Methodist University and a bachelor’s degree in business administration from Harding University.

Scott Schaefer Sr. Investment Officer SBIC Program - Scott Schaefer is a Senior Investment Officer at the U.S. Small Business Administration (SBA). He is responsible for assessing applicants to the Small Business Investment Company (SBIC) program, a growth capital program with approximately $29 billion of assets under management. Schaefer is a former Presidential Management Fellow with the SBIC Program. Previously he worked in the Structured Finance and Mergers; Acquisitions groups at Orrick, Herrington & Sutcliffe LLP, the Fund Formation and Corporate Securities groups at Cooley Godward LLP, and for U.S. Congressman Walter Capps. He was also an entrepreneur throughout graduate school, helping to run the fifth fastest growing company in the U.S. according to Inc. magazine. Schaefer holds an BA from Colgate University and an JD/MBA from University of Oregon. Schaefer was also a Visiting Scholar at Trinity College, Oxford University.
