The event will be held at DeSales University - University Center Building. Additional information about the event as well as a list of learning objectives are presented below.

Matthew McCambridge, MD, MS, FACP, FCCP earned his Bachelor’s degree in Biology from the Johns Hopkins University in 1988 and his Medical degree from Georgetown University in 1992.  He then entered the United Sates Army where he did his Internal Medicine Internship and Residency and then Pulmonary and Critical Care fellowships all at Walter Reed Army Medical Center completing his training in 1998.  He then served at Womack Army Medical Center and with 82nd Airborne Division both at Fort Bragg, North Carolina, from 1998 to 2003. He returned home to eastern Pennsylvania and started as a staff physician in Pulmonary and Critical Care at Lehigh Valley Health Network (LVHN) and has been there since that time.  At LVHN, he has served in a number of capacities to include President of the Medical Staff, Chairman of Critical Care, Medical Director for Quality and Patient Safety and in January of 2017, after completing a Master’s Degree in Healthcare Quality and Patent Safety, he became the network’s Chief Quality and Patient Safety Officer. 

Donna Sabol, RN, MSN, CPHQ

Donna Sabol serves as the Vice President and Chief Quality Officer for St. Luke’s University Health Network.  Ms. Sabol was named Vice President and Chief Quality Officer in June 2007.  Prior to that time she held various administrative positions in her tenure at St. Luke’s.  In addition to overseeing Quality Ms. Sabol is also administratively responsible for other Network functions including Care Management, Clinical Documentation Improvement and Coding, Clinical Risk Management and Clinical Analytics.  Under Ms. Sabol’s leadership St. Luke’s University Health Network has earned numerous state and national quality awards.  St. Luke’s was named a 2018 IBM Watson Health 100 Top Hospital for the fourth consecutive year and has achieved this recognition a total of six times.  Other achievements include Leapfrog “A” safety Grades, CMS 5 Star hospital ratings, STS 3 Star (highest) rating.

Ms. Sabol has a Master in Nursing from DeSales University in Allentown, PA. She earned a Bachelor of Science Degree in Nursing and a Bachelor of Arts Degree in Sociology from Wilkes University in Wilkes Barre, PA.

Madeleine Biondoillo, MD, MBA

Madeleine Biondolillo, MD, MBA joined Premier in October 2016 as Vice President of Quality & Safety. Dr. Biondolillo is responsible for strategic quality and population health initiatives to support members in value-based healthcare delivery improvement, and oversees the QUEST 2020 national quality collaborative.

A physician executive with extensive management experience in operations, contracting and finance, population health, quality and safety, and performance improvement, Dr. Biondolillo has a proven track record of building long-term partnerships with providers and industry stakeholders in both public and private healthcare organizations.

Before joining Premier, Dr. Biondolillo was Vice President of Population Health Management at the Connecticut Hospital Association where she directed the development and implementation of state and federal innovation efforts. Prior to that she served as a consultant for Beth Israel Deaconess Care Organization’s Pioneer ACO in Boston, and led the development of their population health strategy. She served as CEO of a large ambulatory practice affiliated with Beth Israel Deaconess Medical Center - one of Boston’s Academic Medical Centers. As a former Associate Commissioner of the MA Department of Public Health overseeing quality and safety as well as policy development related to the ACA and state health reform, Dr. Biondolillo served as Principal Investigator on a $3M Ambulatory Quality and Safety grant from the Agency for Healthcare Research and Quality.

Dr. Biondolillo attended the Tufts University School of Medicine, trained at MetroWest Medical Center and New England Medical Center in Boston, and practiced primary care in hospital, ambulatory, and post-acute settings.

For nearly two decades, Bob has served as Benefits Manager for East Penn Manufacturing. East Penn is a private, family-owned company with the distinction of being one of Pennsylvania’s Best Places to Work for more than a decade and having more than 30 percent of employees exceed 10 years of service. In his role, Bob spearheaded the accountable care and clinical integration initiative with East Penn, Reading Health System and Capital BlueCross which earned the NBCH employer excellence award in 2014. He has held a number of roles for LVBCH including Chair and Quality Committee Chair, and has championed the coalition’s efforts to use data and analytics to drive collaboration and change. Bob also serves as Vice Chair of the PA Health Care Cost Containment Council.

John Bulger, DO, MBA, Chief Medical Officer
Geisinger Health Plan

John B. Bulger, DO, MBA is the Chief Medical Officer of Geisinger Health Plan (GHP) and the Chief Medical Officer for Population Health for Geisinger Health.  Geisinger spans much of Pennsylvania and southern New Jersey.  GHP serves almost 600,000 members throughout central Pennsylvania, New Jersey, Delaware, and Maine.  He is tasked with improving the health of people and communities.

Dr. Bulger served as the Chief Quality Officer for the Geisinger Health System from 2011 to 2015.  Prior to that, Dr. Bulger founded Geisinger Medical Center’s hospitalist program with six physicians and lead the program’s development to include six hospitals and over 100 physicians and advanced practitioners.

Dr. Bulger is a graduate of Juniata College, Philadelphia College of Osteopathic Medicine, and the Pennsylvania State University.  His wife Michele is a pediatrician and member of Geisinger’s faculty.  They reside in Danville with their children Ethan, Ben, and Ava.

Dr. Jennifer Chambers, MD, Senior Vice President for Clinical Solutions and Chief Medical Officer, Capital BlueCross


Jennifer Anne Chambers, MD is the Senior Vice President for Clinical Solutions and Chief Medical Officer at Capital BlueCross, a leading health insurance company serving 21 counties in central Pennsylvania and the Lehigh Valley. Capital BlueCross offers health insurance products, services, and technology solutions to more than 1.3 million members.

Since joining Capital BlueCross in 2007, Dr. Chambers has led the company’s medical policy, clinical innovation, patient safety initiatives, and clinical teams. Under her leadership, the company has driven innovation within its clinical services programs to improve healthcare outcomes for Capital’s members.

Prior to Capital BlueCross, Dr. Chambers served as director of palliative medicine at Penn State Milton S. Hershey Medical Center. She was also the clinical director of VA Medicine in Lebanon, Pa. where she was responsible for medical inpatient, primary care, and urgent care services.

Dr. Chambers is a board member for Keystone Human Services, serves as Chairman of the Keystone Human Services Board, and recently served on the Health Care Improvement Foundation Board based in Philadelphia. She maintains a faculty appointment at Penn State Hershey College of Medicine, and is very active with Penn State Harrisburg, serving on its Board of Advisers and the School of Business Administration board. 

Dr. Chambers was recently honored with the Pennsylvania State University Alumni Fellowship Award.  She also received the YWCA Woman of Excellence award, as well as the Central Penn Business Journal’s Woman of Influence award.  She is a 2011 graduate of Leadership Harrisburg area. She and her husband, Michael, live in Grantville, Pa., and are the parents of three children.

Anthony DaRe, Chief Executive Officer, BSI Corporate Benefits


Anthony (Tony) DaRe serves as Chief Executive Officer (CEO) at BSI Corporate Benefits. Tony serves as the chief negotiator and is tasked with leading the BSI team through current client renewals as well as new client implementation.

Prior to founding BSI in 2003, DaRe served on the insurance carrier side for 8 years – working for both Geisinger Health Plan and the University of Michigan M-Care. During that time, DaRe realized his true passion was to serve the needs of employers rather than insurance carriers. With the mission to be an advocate for his clients on both a human and a financial level, DaRe utilized his expertise in group health insurance to successfully establish BSI as one of the top employee benefits consulting firms in the Northeast.

Tony has extensive union experience working directly with over a dozen unions including: The United Auto Workers (UAW), Canadian Auto Workers (CAW), International Brotherhood of Teamsters, Pennsylvania State Education Association (PSEA), Local Union 2433 (AFSCME), Communications Workers of America, IAFF Local 302 and USACOPS.

Tony has redefined the industry by positioning BSI as a consultant rather than a broker or agent. By being integrated with his clients on a daily basis, Tony ensures insurance carriers are accountable for every dollar charged to his clients. Tony has held his Life, Accident, and Health Licenses since 1996 and is licensed with over 50 carriers nationwide. Tony holds a degree in Business Administration from Wilkes University. Tony is located at BSI’s Bethlehem office and currently resides in Easton, PA.

Denise Moyer, CEBS, SPHR, SHRM-CP, Associate Director of Corporate Benefits

Denise is the Associate Director of Corporate Benefits at B. Braun Medical Inc. for the past 10 years.  Throughout her career, Denise has had the unique opportunity to experience the health care delivery system from the insurance, provider and employer perspectives.  Prior to joining B. Braun, Denise was the Director of Human Resources at St. Lukes Miners Memorial Hospital for three and one-half years.  She also spent two years at Aegon Insurance where she managed a technical team that supported Medicare Supplemental and Tricare claims system.  Her past experience also includes a benefit administration role for the former Bethlehem Steel Corporation.  She also worked in National Accounts for two of the Pennsylvania Blue Cross/Blue Shield organizations.  Denise brings 30 plus years of benefits experience to the panel. She is a graduate of Rosemont College, holding a B.S. In Human Resource Management.  Denise also serves as the chairperson of the Data Committee for the Lehigh Valley Health Care Coalition.

Jeannine O'Callaghan, Director of Health and Safety/Occupational Health Nurse  C.F. Martin & Co. Inc.


Along with Jeannine’s role of upholding C. F. Martin & Co., Inc.’s  commitment to providing a safe and healthy work environment, she is an active participant in the company’s benefits committee whose goal is to provide comprehensive, cost-effective, quality healthcare benefits to employees. Jeannine also leads the company’s wellness initiatives.  She is a LVBCH Board Member serving as Board Chair in 2014-2016.
