All Day Workshop on the Strengthening Career and Technical Education for the 21st Century Act and EDGAR

The morning session will track all of the substantive changes from the current Perkins IV law to the new law (Public Law 115-224). Transition Plans will take effect on July 1, 2019. So much needs to be done between now and the time the Department of Public Instruction submits its Plan to the U.S. Education Department, and the local districts submit their plans and local needs assessment to the Department of Public Instruction (as to how federal funds will be used to reduce the gaps in the state determined levels of performance). The accountability provisions have changed, as well as the definition of CTE, programs of study, and special populations. Where will the resources come from to support the new stakeholder input on accountability? Will districts receive less funding due to the reserve increase to 15%? What are the new mandates on reserve funds? Is there more flexibility on the use of CTE funds for CTSO activities?

The afternoon session will focus on the new Education Department General Administrative Regulations (EDGAR). The discussion will include changes on allowable costs, time and effort, inventory management, procurement, travel, obligation of funds, and audit issues.  

This will be an information packed day with ample time for questions. Each attendee will receive a copy of a crosswalk between Perkins IV and Perkins V, and the EDGAR book. Lunch will be provided. The cost of this workshop is $275.
