Devils Lake CMS Full-Scale Evacuation Exercise

Training and Exercise Construct

The exercise will consist of a flood scenario requiring evacuation of a medical facility.  During this five-hour training and exercise all necessary training will be conducted as part of the exercise.  The exercise is designed for participation by hospital, nursing home, emergency medical service providers, emergency managers and other medical facility personnel. Participants will receive instruction and hands on practice to meet the following objectives: 

At the conclusion of the exercise and training the participant will be able to:

1.       Assess and assign an evacuation triage level for patients and residents in medical facilities using the North Dakota state approved system.

2.       Enter the patient and resident information into the state approved patient and resident tracking system.

3.       Prepare patients, residents and their high priority personal belongings for transportation from the sending medical facility to a receiving medical facility.

4.       Scan the triage tags and vehicle information for each patient/resident and personal belongings before placement in a state provided evacuation bus or ambulance.

5.       Load and secure patients, residents and personal belongings in the transportation vehicles.

6.       Provide patient and resident care during extended transports.

7.       Address emergencies that are most likely to occur during transport.

8.       Unload patients, residents and personal belongings at the receiving medical facility and scan their arrival information into the state-wide tracking system.

9.       Provide situational awareness information to the emergency management and medical command systems during the entire operation.

10.  Monitor the progress of the evacuation using the tracking system from both the sending and the receiving medical facility perspectives.

Prerequisite knowledge: 

1.      Thereare no pre-requisites for this exercise.                             

2.      All needed training will be Just In Time training.
