To say that the ground has shifted under the WTO and the GATT is an understatement. Metaphorically, the smooth, flat pavement of summer has given way to ice- and snow-covered mountain roads, the kind where you really do need to chain up. Trade liberalization based on MFN and driven by Geneva centered agreements has been supplanted by hundreds of bilateral and regional agreements, and global leadership, once tacitly understood, is now up for grabs. Oh, yes, and the dispute settlement system is in serious trouble. The time for reform has come, and the initiatives are blossoming.
