Morning Session: 8:15 am - 11:00 am Civic Engagement in a Digital Age: Bridging the Digital Divide
Internet use is an essential requirement for participation in society today, yet only about 2/3 of the U.S. population is fully-connected at home. While mobile and public access are important for filling gaps, those who are less-connected are also disadvantaged, lacking full access to information and activities online. Disparities in internet access and use affect urban and rural communities and have implications for the citizens we serve and for county governments. E-government can promote greater effectiveness, efficiency, and citizen engagement, but for this potential to be realized, communities need widespread digital inclusion. This course will review evidence on how internet use matters for citizens and for county governments, including new research on broadband adoption and economic outcomes, and new sources for county-level data.
Luncheon: 11:15 am - 1:15 pm NACCTFO Business Meeting
Afternoon Session: 1:30 pm - 4:00 pm Creating an Ethical Culture
This workshop explores the interconnected nature among norms and ethics in generating ethical decision making procedures. In an age where norms are routinely ignored, we explore what effects norms may have on ethics and whether such violations induce long-term changes in ethical cultures. Participants will not only distinguish among norms, morals/values, and ethics, but will also be able to identify what norms are important to their own offices’ operating ethics.
