Project Manager for the Capital Planning Division About Our Speakers

Kevin Feldt, AICP, is a certified planner with over 25 years’ experience in both the private and public sectors.  Kevin joined the North Texas Central Texas Council of Governments in October 2008 as a Program Manager and is responsible for oversight of The North Central Texas Region’s Mobility Plan, people mover and high-speed rail projects. 

Michael Rogers is the Director of Transportation for the City of Dallas.  He has joined the City of Dallas to help advance the city's mission of providing safe, effective and efficient mobility improvements and enhancements for the citizens of the City of Dallas.  Michael Rogers has nearly 27 years of transportation experience and previously served as Director of Transportation for the City of Raleigh, North Carolina while there was responsible for the successful passage of the $2.38B Wake County Transit bond, as Public Works Director for the City of Peoria, Illinois Mr. Rogers was responsible for the successful negotiations with the USEPA for a 1st in the nation 100% green infrastructure solution to its longstanding Combined Sewer Overflow consent decree , and as Assistant Director of Public Works for the City of San Antonio, Texas he helped deliver the $700M Infrastructure bond. He also has gained numerous years of transportation experience working in the private sector as well as with the Michigan Department of Transportation, starting his career working on Intelligent Transportation Systems and autonomous vehicles in the early 1990's.  

Kay Shelton is a Project Manager for the Capital Planning Division of Dallas Area Rapid Transit (DART).  She has more than 20 years of transportation planning experience, ranging from small site-specific studies to large, complex corridor projects and agency-wide transit system plans.  She managed the planning phase of the DART Northwest Corridor Green Line, a nearly $1 billion project that opened in 2010, and is actively involved in project development for the D2 Subway and Cotton Belt Regional Rail projects.  Kay also managed DART 2030 Transit System Plan and is currently managing the 2045 Transit System Plan update and an update of the agency’s Sustainability Plan. Ms. Shelton joined DART in October 2000, and was a consultant with BRW/URS Corporation prior to that. She is also a past president of the Dallas/Fort Worth Chapter of Women’s Transportation Seminar (WTS).
