Ed De Mesa, current Chief of the Planning Division, LA District of USACE. In this role, he leads a team of more than 40 experts in water resources planning. Ed will also provide the status of some of the important efforts his Division is currently supporting, to include the LA River Ecosystem Restoration Project.
