Financing NYS's Infrastructure Needs

A Candid Conversation

New York State’s transportation infrastructure is vast and varied, including urban subway and bus systems, highways and bridges, as well as urban, suburban and rural roadways of differing capacities. Maintaining these systems is expensive and the financing is complex.  At least as complex are the political dynamics at play, with various stakeholders competing for funding.  What are the upstate/downstate interests at play? How has the Legislature traditionally defined “balance” in transportation funding plans and how might that change with both the Senate and Assembly controlled by the same political party?  Who are the key players in the debate?  During this conversation we will explore these questions and more. Mary Ann Crotty and Tim Gilchrist will lead this discussion

Mary Ann has held a series of leadership positions in the public and private sector.  Following an impressive career in NYS Government which included appointment as Director of State Operations under Governor Mario M. Cuomo, her latest role has been to direct major capital projects in London and New York for Parsons Brinkerhoff, a global infrastructure firm.

Tim has over 35 years’ experience in transportation, having last served as President of Moynihan Station Development Corporation.  Prior to Moynihan, Tim served as Deputy Secretary for Infrastructure and Economic Development under Governor’s Spitzer and Patterson and served in a variety of senior management positions in the NYS Department of Transportation, including as the lead negotiator on several multi-year transportation financing programs.
