The Rise of the Chief Operating Officer Model and the working dynamic with State Chief Administrators

A growing number of states are turning to an operating model that includes a Chief Operations Officer, often reporting directly to the Governor and overseeing and coordinating the day-to-day operations and agency functions. 

Please join the National Governors Association and the National Association of State Chief Administrators for this one-hour webinar to explore the rising role of the Chief Operations Officer and how this role interfaces with the role of the State Chief Administrator. 

This webinar will feature two state pairs of COOs and their respective State Chief Administrators.

Katy Coba, Chief Operating Officer, State of Oregon and Brian DeForest, Chief Administrative Officer and Administrator, State of Oregon.

Gilbert Davidson, Chief Operating Officer, State of Arizona and Andy Tobin, Director, State of Arizona.

These state leaders will provide background on how their roles fit into the state operations structure, why their administrations adopted this model, what their role and approach is to facilitate inter-agencies collaboration. In addition, they’ll provide insights on how these two mission-critical positions work together.  Attendees may participate in an open question and answer period at the end of the call. 

Attendees will:

  • Grow their understanding of two different state operational models that include a Cabinet level Chief Operating Officer
  • Understand the differences and similarity to other state operating models
  • Engage in a Q&A discussion with other state leaders on the call
