Tricks of the Trade: Outsmarting Investment Fraud & Annual Meeting

The 2018-2019 Annual Meeting of the Colorado Guardianship Association Membership will take place Tuesday, November 12th at 9am. At the conclusion of the annual meeting, we will
introduce our speaker, Rebecca Franciscus, Senior Counsel for Regional Operations in the Enforcement Division of the U.S. Securities and Exchange’s Denver Regional Office, who will share her presentation titled: Tricks of the Trade: Outsmarting Investment Fraud.

About the Speaker:

Rebecca Franciscus is Senior Counsel for Regional Operations in the Enforcement Division of the U.S. Securities and Exchange’s Denver Regional Office.  Ms. Franciscus has been a member of the SEC’s Enforcement Division since 2001. Ms. Franciscus is responsible for: (i) providing analysis and strategy concerning enforcement cases investigated by the Denver Regional Office; (ii) analyzing all tips, complaints, and referrals, including Whistleblower and Bank Secrecy Act matters; (ii) acting as the primary liaison between the SEC and other federal, state, and local law enforcement agencies and community partners within the seven state region covered by the Denver office; and (iv) creating and conducting investor outreach and education events throughout the Rocky Mountain region.  Between 2001 and 2012, Ms. Franciscus served as an Enforcement Attorney in both the SEC’s New York and Denver Regional Offices. As an Enforcement Attorney, Ms. Franciscus investigated and litigated numerous matters involving violations of the federal securities laws, including financial frauds, Ponzi schemes, insider trading, market manipulations, and offering frauds. Some of her notable cases include Qwest Communications Corporation and InfoUSA, Inc.  

Before joining the SEC, Ms. Franciscus practiced complex civil litigation focusing on securities and financial services and international arbitrations with a multi-national law firm in New York City.  She obtained her B.A. with honors from the University of Colorado at Boulder in 1995, and her J.D. from the C.U. School of Law with honors in 1998.

Ms. Franciscus is involved in numerous community service endeavors.  She is the Executive Director of a private family foundation dedicated to supporting child-focused non-profit organizations throughout Colorado.  Ms. Franciscus volunteers her time and talent with the Children’s Hospital Colorado Foundation, Tennyson Center for Abused and Neglected Children, Boys and Girls Clubs of Metro Denver, and Judi’s House.  Ms. Franciscus has held numerous leadership positions with non-profit organization in Colorado and has been the SEC’s nationwide Community Service Award winner in both 2005 and 2016.

Members attend CGA meetings at no additional cost, as a benefit of their membership. Non-members are asked to pay $20/meeting to cover expenses.

Non-members are requested to bring a check, cash or credit card to the meeting to cover the meeting cost. If possible, please bring exact change or a check already made out to "Colorado Guardianship Association", so the lines don't get too long!
