The St. Paul Police Department Professional Development Institute is proud to sponsor Warrants & Affidavit Writing.  

This class is designed for law enforcement personnel at all levels interested in having the components of a warrant demystified and learning how to effectively draft and execute warrants.  After breaking down the technical requirements into simple, understandable concepts, the class covers how to articulate probable cause in difficult cases and how to maximize the utility of your warrant by expansively thinking about property to be seized and effectively describing the premises to be searched.

A narcotics prosecutor by trade, Mr. Nixon is the former Director of a joint State/Federal task force, based out of Miami, Florida, that conducted complex international money laundering investigations. With an expertise in electronic surveillance, Mr. Nixon supervised more than two dozen wiretaps and his work resulted in the seizure of tens of thousands of pounds of cannabis, hundreds of kilograms of cocaine, heroin, amphetamine, and ecstasy, and the arrest of many prominent traffickers and launderers.  Notably, during his time as a task force commander, Mr. Nixon oversaw a search and seizure operation that resulted in the largest cash seizure in Miami’s history, totaling almost 25 million dollars in cash.  In addition to his work as a task-force leader, he has extensive litigation experience, seeing approximately 100 cases through jury verdict including homicides, narcotics and firearms offenses, and myriad financial crimes.  Mr. Nixon holds degrees from the University of California at Berkeley (BA), Quinnipiac University (JD), and the University of Pennsylvania (MGA).
