Redefining Substance Use Disorders:  A harm reduction approach to women who deliver substance exposed newborns

Overview of the new Federal and State law affecting substance exposed newborns, including the requirements of ‘notification and creation of a Plan of Care’ for the newborn prior to discharge from the birthing facility or home. Discussion on the implementation and policy process by the CARA work group, including best practices, focusing on destigmatizing women with substance use disorders. Will use case scenarios to discuss best practices on ‘universal screening for substance use disorders’, ‘warm handoffs for referrals’ and ‘harm reduction’. Will incorporate Social Work ethics throughout Discussion on the challenges faced with asking practitioners to shift their thinking toward a non-punitive approach.

CYNTHIA CHAVERS, LMSW, is a Social Worker with the State of New Mexico Protective Services Division for over 20 years. She worked in the field offering direct services to families and children for 17 years. Cynthia has experience working in private practice with families. She currently serves as the Federal Reporting Bureau Chief /Tribal Liaison. Cynthia is considered an expert in child welfare practice and policy. She is the founder and co-chair of the CARA Workgroup.


SUSAN MERRILL, LCSW is a Social Worker with Children’s Medical Services at the State of New Mexico Department of Health, Family Health Bureau.  Susan coordinates services for families with children birth to age for with a birth defects diagnosis, including substance exposures.   Susan has worked directly with families for close to 30yrs, 15 of those years as a field supervisor in Santa Fe for CMS, providing Care Coordination for 500 families per year.
