The purpose of this instruction is to provide you, the correctional officer/supervisor, with advanced knowledge and techniques utilized in crisis negotiations and intervention. It will focus on both legal and civil liabilities, negotiating with the mentally ill, negotiating with kidnappers, identifying high-risk indicators, court room testimony and creating a better understanding of the HCNT/Tact Team.

Anyone considering taking this course must submit a certificate of completion in their name stating that they have completed a 40-hour Basic Hostage Crisis Negotiation Course issued by an approved private training company or by a Federal or State agency if they wish to attend this training. Determination of the validity of the training submitted is the prerogative of SRR Training. Certificates can be emailed to reggie@srrtraining.com. Entry to this course will not be allowed unless a certificate is provided in advance.

Instructor: Lt. Michael Lovely, Norfolk, VA PD is currently assigned to the Homeland Security Division and serves as the Officer-in-Charge of the Hostage Crisis Negotiation Team. Lieutenant Lovely has experience in handling many high-profile cases, including a home invasion case that left a mother paralyzed after she and her two young daughters fell victim to four armed robbers. As lead investigator of the case, Lieutenant Lovely brought about the successful apprehension and prosecution all four felons. During his career with the Norfolk Police Department, Lieutenant Lovely has received the Distinguished Service Medal and his department’s highest award, the Medal of Honor.
Instructor: Alan “Boe” Bostjancic retired as a police sergeant after 30 years of service. During his tenure with the department, Boe worked in the Field Operations Bureau, Vice and Narcotics and Detective Division. Boe was, also, the Executive Officer (XO) of the department’s Hostage Crisis Negotiation Team, consisting of 28 members. Boe received his training by completing all four phases of training through the International Association of Hostage Negotiators. As XO, Boe was responsible for training numerous local, state, and Federal agencies such as the Central Intelligence Agency (CIA) and the Naval Criminal Investigative Services (NCIS). Boe still works closely with the International Association of Hostage Negotiators, as he currently serves the association as its Virginia Director.
