A 2-day workshop for Law Enforcement, DOT, DPW, and Traffic Safety Advocates

 

 "CRASHSTAT" (a combination of the words CRASH & STATISTICS) is not a program that depends on grants or extra resources to accomplish a goal. "CRASHSTAT" is a paradigm.  In this 2-day course you will learn how efficiency can be improved, and how resources should be maximized. 

While all of us are familiar with the terms Community Policing, Broken Windows, Crime Mapping/Analysis and SARA, few of these concepts are applied to traffic safety, yet traffic safety is an area in which we can make a profound difference regarding the safety of our citizens.  Outside of crime in general, traffic safety is reflected as the greatest concern of our citizens on police-initiated surveys, yet we do little more than make note of it.  Even though more than 2 times as many people die in motor vehicle crashes than are murdered, we continue to practice “random patrol” yielding nothing more than random results.  CRASHSTAT changes that. Given a choice, our citizens would rather choose crash reduction on the part of their police department than crash response. CRASHSTAT accomplishes this by blending the NYPD’s highly successful CompStat and TrafficStat models into a comprehensive community wide approach focused on reducing property damage crashes, their related injuries, and fatalities.

CRASHSTAT is designed for police administrators, supervisors, patrol officers, government officials, engineers, public work employees and traffic safety professionals.  Through the forming of partnerships, these two seasoned instructors will provide “hands-on” activities that will challenge attendees to resolve dangerous situations through a Crash Reduction Plan based upon data analysis at crash prone locations. While it is nearly impossible to apply “targeted enforcement” to murder scenes, doing just that to crash prone locations will save lives!

Following implementation of a "CRASHSTAT" program, all agencies involved in crash reduction will be able to show that:

  • Traffic Enforcement is Law Enforcement.
  • Traffic enforcement is primarily a crime-fighting tool.  But proper and targeted enforcement at selected locations can make an impact on reducing crashes, and related injuries and fatalities.
  • Traffic enforcement is every officer's responsibility, even if there is a dedicated traffic unit in your command; agencies don't have to rely solely on these specialized units.  Every member of an agency must be an equal partner in order to help reduce traffic crashes.

Your Instructors:
Both are retired from the New York City Police Department (NYPD) we they spent most of their service in traffic and transportation roles. Upon leaving, they both embarked on traffic safety careers that have taken them around the globe multiple times. 

P.O. Richard Pepe (Ret.) was the agency’s Traffic Safety Officer and worked on countless traffic related special projects. Upon retirement, he was a Law Enforcement Liaison for NHTSA, he also established a traffic safety consulting business and created the CRASHSTAT program as a way for any size agency, in any type of jurisdiction, to get in the game when it comes to traffic safety. Rich is considered a subject matter expert on road safety and has spoken at countless national and international conferences. He has also had the distinct honor of speaking on the floor of the United Nations on road safety and is a recipient of the very prestigious “J. Stannard Baker” Award for Excellence in the field of Highway Safety as presented by the IACP (International Association of Chiefs of Police). Rich is a survivor of the September 11th, 2001 attack on the World Trade Center and was recognized by his agency for acts of bravery and valor that he performed on that infamous day.

Lt. Joseph Wolff (Ret.) oversaw the operations of New York City’s Traffic Management Center for 15 years, where he developed relationships with DOT’s and other outside agencies to keep traffic moving 24/7/365. Upon retirement, Joe embarked on an international career of running traffic management centers for police agencies in Tajikistan, Abu Dhabi U.A.E., and closer to home in Virginia. Joe is also considered a subject matter expert on road safety and has also spoken at countless national and international conferences.
