Advanced Death and Cold Case Investigations

Prerequisite: Each attendee shall be required to provide a certificate of completion as to having completed a Basic Death Course at the time of registration. This 5-day course is designed for investigators that have previous “hands-on” experience in death investigations or those that have previously completed Basic Death Investigation training. This class will provide the attendee with the training they need to properly conduct advanced death investigations, well beyond what they may have learned in an introductory death investigation course. It will also provide the training needed to investigate and conduct Cold Case investigations.

Target Audience:  Investigators: Preferably those with death investigation experience and Investigative Supervisors 

Based on the information presented in the Advanced Death Investigations portion of the course of instruction the student will be able to:

  • Understand the processes for transition from preliminary investigation to crime scene management at a death scene.
  • Understand the common mistakes made as investigations transition from preliminary investigation to the crime scene management phase.
  • Be able to recognize the tasks necessary to successfully complete investigative follow up once a case transitions from crime scene management to the follow up phase.
  • Explore legal issues that arise during investigations: Search Warrants, Writing Affidavits for Search Warrants, Crime Scene Search Warrants.
  • Understand the latest requirements and language needed for Google Geofencing Warrants in addition to understanding the premise behind these types of warrants.  Mobile Device/Digital Evidence Guidelines.
  • Define the tasks that need to be accomplished to successfully identify a suspect in homicide cases and how to handle suspects once they are in custody.
  • Advanced Interview and Interrogation with emphasis on the verbal and non-verbal indicators.
  • Child Death Investigations with emphasis on interview techniques and 911 call analysis.
  • Understand the importance of working with the Medical Examiner/Coroner in specialized death cases: child death cases; decomposition; fire deaths.
  • Recognize, define, and understand the essential interaction between detectives and prosecutors to maximize death case development and courtroom presentation of witnesses.
  • Understand and recognize the relationship between physical evidence at a crime scene and the prosecutor’s presentation of your death case.
  • The challenges of investigating a joint Arson Murder case.
  • Understand the Issues of Law Enforcement Officer Wellness applicable to officers investigating death cases. 

Based on the information presented in the Cold Case Death Investigations portion of the course of instruction the student will be able to: 

  • Review and discuss the history and the background of cold case units
  • Define cold case units
  • Assess the purpose and need for a Cold Case Homicide Unit in your jurisdiction.
  • Analyze and understand the reasons homicide investigations go “cold” and how those factors affect their future re-investigation.
  • Define and assess the process for selecting unsolved homicide cases to investigate.
  • What are the elements to be considered in an initial review of a cold case?
  • Prioritization process/ranking scale for cold case selection
  • Discuss the cold case review process.
  • Where to begin a cold case investigation
  • Understand how the nature of the evidence which prompts new review guides your cold case investigation and prosecution.
  • Cold case investigative steps and techniques
  •  Serial Killers and Serial Offenders
  • Latent Fingerprinting and the Next Generation Identification System [NGI]
  • Advances in Forensic testing of physical evidence: Familial DNA testing and
    Genetic Genealogy and its role in solving cold cases
  • Common mistakes and lessons learned
  • Students are encouraged to bring an unsolved cold case death investigation for class discussion.

Instructor: Det. Jonathan Smith is currently assigned to the Norfolk, VA Police Department’s Cold Case Homicide Unit and serves as the only sworn member of the unit. Jon has spent most of his career working in the Violent Crime Unit where, he has worked hundreds of death investigations, including homicides, suspicious, accidental, and natural deaths. He has also worked several capital murder cases. Jon has experience handling many high-profile cases, including a homicide case that led him to Ft. Lauderdale, FL, to apprehend two murder suspects after the case was featured on the television show, America’s Most Wanted. He is a native of North Carolina and holds a Bachelor’s Degree in Psychology with a minor in Philosophy. He joined the growing list of professional instructors for SRR Training in 2019.

Instructor: Philip G. Evans, recently retired after 27 years’ service as Deputy Commonwealth’s Attorney, Norfolk, Virginia, 1994-2021 where he supervised the Adult Violent Crime Prosecution Team for 24 years and personally prosecuted numerous types of violent crime cases to include approximately 150 murder cases which included twenty-five defendants charged with capital murder.  In 2016, he was a member of the Association of Prosecuting Attorneys (APA) National Workgroup: “Police Officer Use of Force Project” and also Instructor on Criminal Procedure, for the Norfolk Police Department, 1994-2021.  Phil Evans joined the SRR Training team of professional instructors in 2021, and currently resides in Chesapeake, Virginia.
