Rooftop Quality Assurance is an eight hour course for professionals interested in performing observation to assure that roof installation is consistent with construction documents. The program covers the diverse and challenging aspects of roofing as encountered in the field and is ideal for roofing material manufacturers, general contractors, quality assurance observers, and field inspectors.

Stephen Baxter, RRC, RRO
Stephen was formerly a Site Superintendent for a General Contractor; where he built schools, worked with major telecommunication firms and renovated commercial office spaces. He is a Red Seal Journeyman Carpenter. He is now the Principal of Baxter Roof Consulting Ltd. He is an IIBEC Registered Roof Consultant and has consulted on a breadth of projects including all scales of residential, commercial, industrial and institutional. He has experience in most of the roles which an RRC can facilitate including condition assessment, quality assurance observation, design, design peer review, expert witness, etc... His depth in the industry helps him to communicate with and between all stakeholders during design as well as construction. Stephen strives to be recognized for reasonable and intelligent consulting.
Burt Carver, RRC, RRO
Mr. Carver is the Owner of Apex Building Sciences Inc. founded in 2008. He has been involved in the building enclosure sector since 1998. In that time he worked in a variety of sectors including restoration, new construction, and asset management. As one of his roles his focus has been the assessment and remediation of building enclosures. At IIBEC he has been involved with the RRO Exam Committee, the RRC Exam Committee, the Chapter Development Committee and also the Advocacy Committee. He is currently the Western Canada Regional Director and is a Past President of the Western Canadian Chapter of IIBEC.
