Supervising and Managing the FTO Unit

This class is designed for line supervisors and administrators assigned the responsibility of overseeing a field training unit. One of the key elements of success in a field training program is program management. Often programs will train the FTO, but fail to prepare the supervisor for the variety of tasks required to properly coordinate, administrate and lead the field training unit. This course will prepare the Field Training Manger (FTM) and Field Training Coordinator (FTC) for the requirements of their positions.

Managing the FTO Unit will provide the students with the following: an understanding of the importance of program structure and standardization; duties and responsibilities of the FTM and FTC; leadership skills necessary for the position; recognizing poor performance and steps to correct the same; utilizing the Daily Observation Report; creating a Weekly Manager’s Report; and debriefing the student and FTO regarding performance.

The course will also cover the selection and removal of the FTO, utilizing the FTO program as a retraining tool, and the discussion of civil liability and legal issues regarding Field Training Programs through existing policies and procedures.

This is a “hands on” course that will not only provide students with the necessary information to successfully supervise and manage the unit, but will also utilize practical exercises with real world problems to develop the students’ skills and give them confidence in their abilities to effectively manage a field training unit.

Instructor: Steven Kellams retired in 2019 as the Administrative Captain for the Bloomington Police Department in Bloomington Indiana.  In 2000, Captain Kellams was instrumental in redesigning the field training program for the Bloomington Police Department and has taught that program to hundreds of departments throughout the United States. He has also instructed on field training issues at the national level when he presented two courses at the 2002 National Association of Field Training Officers Conference. He also presented courses for NAFTO in 2008, 2010, and 2011. In 2000, he was elected state director for the Indiana Chapter of the National Association of Field Training Officers. He also served on the NAFTO National Executive Board and served as President of the board in 2009.
