ARPA Non-competitive Grant Roll Out for DDA Providers

The Maryland Department of Health’s (MDH) Developmental Disabilities Administration (DDA) is pleased to announce the call for grant proposals for Title 7 Developmental Disabilities Administration Providers, to support and enhance Home and Community- Based Services (HCBS).  
 
Upon submission and MDH review of applications, DDA Providers will be awarded funds on a non-competitive basis. The amount of each individual award is 3.5%  of the applicant’s FY 2019 revenue. Providers who did not have revenue for FY 2019, but have revenue for FY 2020 and/or in FY2021 are also eligible to apply for this grant funding opportunity.   
 
These funds are from the American Rescue Plan Act (ARPA) and intended to enhance HCBS for people with intellectual and developmental disabilities. To help  streamline the application process, DDA has partnered with GrantVantage to provide a 100 percent  electronic application process, which includes a document repository. In order to receive the funds, the application process must be completed and submitted to DDA using this tool and no later than March 14, 2022. MDH will host an informational session for applicants on February 11, 2022, from 1 - 2 PM, at which time we will introduce GrantVantage. To access the  meeting, please register using the following link: https://attendee.gotowebinar.com/register/3679640328094248720
 
The chart below provides an overview of approved and sample grant activities. These categories are the CMS approved grant activities, which are in Maryland’s CMS spending plan. Providers will need to demonstrate how the utilization of the funding will enhance HCBS. 

The Developmental Disabilities Administration (DDA) invites you to register for these informative updates. Once you register you will receive reminders and links to join one day and one hour prior to the webinar.  Updates are being held monthly.  
 
Key Dates For Providers to Note:
  • 2/7– Release of Notice for Proposals
  • 2/11- Virtual Request For Proposal (RFP) overview, questions, and answer discussion 
  • 3/14 - Deadline for electronic receipt of applications through the GrantVantage web-based program
  • 4/1 -  Grant award letters issued
