Tackle the Shackles (TTS) is a community-based movement to reduce prison recidivism by empowering Returning Citizens. Our goal is to partner with NFL players, Reentry Resource Providers, Law Enforcement & Community Stakeholders as we change the narrative of formerly incarcerated men and women coming OUT 4 LIFE as they share their success stories!

Minister Lawrence Barbour, Special Guest

Minister Lawrence Barbour is a native of Washington, DC.  On January 1, 1979, while attending Pilgrim Rest Baptist Church in DC, he received Jesus Christ as his personal Lord and Savior.  Accepting Jesus Christ was the beginning of God lifting him from a life of disgrace to grace.  Today, he will boldly tell you, “I am what I am by the Grace of God.” (I Corinthians 15:10) “A Man In The Gap, Lifted From Disgrace to Grace.” 

Minister Barbour accepted the call to preach the gospel of Jesus Christ in 1982.  His training includes studies at the Maple Spring Bible College, the Washington Bible College, the Billy Graham School of Evangelism, and many hours of personal studies.  He received his Associates Degree in Religion from the New Life Community School of Ministry and Bible Institute. Through the years he has been blessed with many Proclamations and Honors. 

In March 1990, the Lord established the Expectation Bible Baptist Church, entrusting him the responsibility of Pastor with the mission of “Sowing the Word of God in Suitland and Beyond.”  He served faithfully for 27 years.  Through the fulfillment of God’s mission for Expectation, many have come to know the Lord Jesus Christ, be discipled, and helped.  In June 2017, after 27 years of faithful service, God gave him a new assignment as Director of Expectancy Community Outreach.  Under the Banner of “Expectancy,” we are making an impact for the Kingdom of God through the Men in the Gap Fellowship, Breakthrough Reentry Roundtable for Men, Choice’s events for young men, 4th Sunday Couples’ Cafe, Expectancy Empowerment Sunday Fellowship, and our commitment to Windsor Crossings Seniors in Suitland.  In 2019 He was blessed to become Community Outreach Specialist for Employ Prince George’s, giving him greater opportunities to serve and minister to others.

He is a man of integrity.  He continues to stand on the motto, “We Will Not Compromise, We Will Stand.” Minister Barbour continues to be passionate about preaching messages relevant to Christians seeing the big picture of salvation, sanctification, and the return of Jesus Christ.  His messages are always geared towards the unsaved knowing Jesus for eternal salvation.

 He has been faithfully married to his “Sugar” (Frances) for 44 years.  They are blessed to have two daughters, one son, two sons-in-law and 12 grandchildren.

Sgt. Jacob Baird, Reentry Expert Guest

Ofc. Baird graduated from the University of Georgia with a Bachelors in Speech Communication. Shortly after graduation he began his law enforcement career with the Gwinnett County Sheriff's Office in 2010, where he developed and operated the Gwinnett Re-entry Intervention Program (GRIP) until 2014 when he was given the opportunity to develop restorative programming for the Rockdale County Sheriff's Office. Retuning to Gwinnett in 2016 as the GRIP administrator he continued to develop GRIP to include therapeutic housing units and pre-incarceration diversion until leaving the Sheriff's Office in 2021. He currently serves as the project manager of restorative programming with the Lawrenceville Police Department.
