This course aims to give attendees a basic understanding of the steps required to successfully respond to and investigate a significant officer involved in the use of force situation. An improperly run investigation can not only jeopardize the officer's career but may have national and international ramifications for the profession. This course will provide those in attendance with the knowledge, skills, and confidence necessary to handle an officer's initial response and investigate any significant use of force.

 Who should Attend: 

This course is intended for officers assigned to investigate a major use of force or officer-involved shooting.  The initial steps in any major investigation set the tone for the successful outcome of the event. This course will assist in setting that stage.

Instructor: Deputy Chief Scott Oldham is a thirty-year law enforcement veteran of the Bloomington, IN PD.  As he rose in rank, so did his responsibilities. With every police shooting that involves the discharge of an officer’s weapon, a criminal investigation takes place.  Scott has overseen numerous investigations of these types within his agency, both in supervising the criminal investigation and, at other times, the administrative investigation. Unfortunately, he has also had to conduct investigations where his own officers have been killed in the line of duty. Because of his experience in these areas, he has often consulted and advised other agencies about the proper protocol as they proceed in their investigations.

Before his current position, he was assigned to his agency’s Special Weapons and Tactics unit for over nineteen years. He served in various roles, including entry team leader and primary SWAT School Instructor. He ultimately had the honor of serving as the overall Team Commander before leaving to accept promotion, becoming one of the agency’s designated ‘Incident Commanders.’ Earlier in his career, Scott was a founding member of the Indiana SWAT Officers Association.

During his career, Scott has had over 125 articles published in S.W.A.T., Tactical Response, Law and Order, Special Operations Report, and others.
