TxDOT PEPS Division Update

Mindy Sawyer, Joe Jancuska, and Chris Franco

 

Mindy is a Procurement Engineer in the PEPS Division. She has worked at TxDOT for 9 years. Mindy holds a BS in Civil Engineering and a BS in Architecture from Texas Tech University. Mindy procures professional services through engineering, architectural, and surveying contracts and she is always striving to maximize resources to enhance the PEPS Division or streamline TxDOT’s public service abilities. Prior to TxDOT she joined the engineering industry working on retaining wall designs for projects across the United States. 

Outside of work, she likes to relax with her family, friends, two rescue cats, play tennis with her high school sweetheart of 19 years, or watch him bowl in Regional PBA Tournaments.

 

Joe is the PEPS Dallas Service Center Manager. He supports the contracting needs of the Dallas District, including getting contracts executed, and processing work authorizations and supplementals for those contracts. Joe earned his bachelor’s in civil engineering from UT-Arlington. He has worked for the department for almost 35 years, having spent 25+ years working in the Dallas District’s Roadway Design Section on many great projects including the High-Five Interchange, SH 114/SH 170 interchange, SH161/SH183 Interchange, many SH 161 projects, and various other projects throughout the Dallas District.

Joe and his wife Kathy, have three daughters: Ashley is doctor in internal medicine with a specialty in endocrinology who resides in Indianapolis, Indiana. Caitlin is a land-man who works on projects for renewable energy, solar, wind, etc. who resides in Houston, Texas. Lily is a senior at Ursaline Academy in Dallas, and plans to go to college and major in Physical Therapy.

 

Chris works in the PEPS Division with the Dallas Service Center as a Portfolio Project Manager where he is responsible for helping lead a team of procurement engineers and contract specialists in the procurement, negotiation, and execution of contracts in support of the Dallas District . He has been with TxDOT for nearly 15 years. Prior to coming to PEPS, Chris worked in the Dallas District’s Roadway Design Section as a lead designer and project manager and the Collin County Area Office as a construction project manager. He holds a BS in Civil Engineering from the University of Texas at El Paso.

Chris and his wife Maria, have three children; Isaiah (12), Sebastian (8), and Isabella (4).
