ASCE-ECB EWRI January Luncheon: Orange County State of the Wetlands Study 

Please join EWRI for a 1-hour technical presentation with speakers Tim Hull, PWS, and Katie Bowes, PWS, to learn about the recently adopted Orange County Article X update.

Over the past two years, the Orange County Environmental Protection Division has undergone significant efforts to update their wetland protection ordinance (Article X) and associated wetland permitting processes. The State of the Wetlands (SOTW) Study was completed in 2023 by Drummond Carpenter and Applied Ecology to provide a scientific basis that directed how Article X should be updated. The primary goal of the study was to assess the effectiveness of the County’s current wetland ordinance, which was originally adopted in 1987, at preserving both the quantity (i.e., spatial coverage) and quality (i.e., function and health) of the County’s wetlands. To accomplish this, a comprehensive scientific evaluation within the County was completed that compares the historic inventory of the County’s wetlands with present day conditions and provides an analysis of the ecosystem services and hydrologic responses associated with changes to wetland area and function. Following this effort, the County’s wetland permitting processes were updated to better protect remaining wetland resources and promote sustainable growth within Orange County.


Tim Hull, PWS, is an Environmental Programs Administrator at the Orange County Environmental Protection Division (EPD) where he oversees the Environmental Permitting and Compliance and Development Review Programs. Tim has worked in Florida’s environmental industry for over 17 years in both the private and public sectors. During his work in private consulting, Tim provided a range of natural resources permitting and compliance assistance to clients in markets throughout Florida. For the last decade, Tim has served at the Orange County EPD by providing leadership in several disciplines, including natural resources permitting, development review, lake management, and water sciences. Tim is a Professional Wetland Scientist and a member of the Florida Association of Environmental Soil Scientists.

Katie Bowes, PWS, is a Senior Staff Environmental Scientist at Drummond Carpenter with an extensive background in municipal environmental and stormwater management issues. She has eight years of direct experience in large-scale ecosystem restoration and management projects within marine, estuarine, and riverine habitats. Katie is heavily involved in state and federal environmental policy matters under the Clean Water Act. Her previous work within the federal and local levels of government provides a well-rounded perspective on tackling complex environmental and regulatory challenges.
