Failure mode and effect analysis is a risk management system. In every process, there is a risk that something will go wrong. Whether or not you evaluate the risk, the risk remains. The concept behind FMEA is that it is better to understand the risks of an operation, and have a good exit strategy for when the process may take a turn for the worse.
