Safety Funding for Locals 

The National Center for Rural Road Safety (Safety Center) is hosting a FREE, 1.5-hour online webinar. 

Webinar Description
This webinar will provide an overview of Safety Funding for Local Safety projects.  It will include examples of local agency funding, state and federal funding as well as other opportunities to invest in safety projects.

Webinar Outcomes
At the conclusion of this webinar, participants will be able to:

• List local safety project types and funding sources
• Summarize examples of local funding for local safety projects
• Summarize examples of state and federal funding for local safety projects

Target Audience
This training is directed towards a very broad safety audience including, but not limited to, law enforcement, planners, engineers, first responders, elected officials, public health, tourism agencies, and safety culture experts. Participants should have some basic familiarity with transportation safety.

Course Presenter
Hillary Isebrands, FHWA Resource Center, Safety and Design Technical Service Team Roadway Safety Engineer

Hillary Isebrands has contributed to the transportation profession for over 20 years.  She has expertise as a roadway design and safety engineer as well as a traffic engineer and transportation researcher.  Hillary is currently a Senior Roadway Safety Engineer and Team Leader with FHWA, Resource Center (RC), Safety and Design TST.  As a part of this 16 person National Team, she provides safety and design technical assistance, deploys current design and safety technologies and provides project reviews to FHWA’s internal and external customers.  She specializes in roundabouts and local and rural road safety and design.  Earlier in her career, Hillary was a project manager and transportation engineer for an engineering consulting firm in Wisconsin. Hillary is a professional engineer in Iowa and Wisconsin, a National Highway Institute (NHI) Certified Instructor and has her BS, MS and PhD in Civil Engineering. Hillary is a member and Secretary of the TRB Standing Committee on Roundabouts, past member of the TRB Standing Committee on Geometric Design, and Past Chair of the ITE Roundabout Task Force.

Scott Davis, Traffic Engineering & Operations Manager, Thurston County, WA

Scott Davis is the Traffic Engineering & Operations Manager for Thurston County, Washington.  He has been working at Thurston County Public Works for 22 years in various capacities, including roadway design, construction management, land-use permitting and traffic engineering. 

He holds a bachelor’s degree from Oregon State University in Civil engineering.  Scott is a registered professional engineer in the State of Washington. 

Mr. Davis is the Safety Committee Chair for National Association of County Engineers and serves on several national safety related committees with the Transportation Research Board and AASHTO.

Karen Scurry, FHWA Office of Safety

Karen Scurry is a program manager with the Federal Highway Administration’s Office of Safety. Her primary duties involve activities to support implementation of the Highway Safety Improvement Program and promoting the use of crash modification factors in the transportation decision making process. Karen holds both a bachelors and masters degree in Civil Engineering from Rutgers University and is a registered Professional Engineer in the State of New Jersey.
